Agency Support to Stakeholders4 Selection criteria for DNM (1) The generic criteria for DNM are stemming from NM IR: In the NM IR in Article 4 "Tasks of the Network Manager" it is stated that "the Network Manager shall perform the following tasks, with a view to a continuous improvement of the network..... Article 4. 1 (i) Support the different operational stakeholders within the obligations that are put to them, in the deployment of air traffic management/air navigation services (ATM/ANS) systems and procedures in accordance with the European ATM Master Plan

Agency Support to Stakeholders5 Selection criteria for DNM (2) Article 4.3.(b) Ensure the facilitation and coordination between operational stakeholders and support to these stakeholders in the deployment and implementation of the plans and related network measures following cooperative decision making In addition to these NM IR articles selection is made: Based on relevance to the agreed Strategic Objectives (SOs) of the Network Strategy Plan (NSP) and the Network Operations Plan (NOP), Based on specific requests from the Network Management Board (NMB) stemming from identified Network deficiencies and Network performance shortfalls.

Agency Support to Stakeholders8 DSS support to States and Regulatory Authorities Priority – provide technical support to the development / pan- European implementation of EU & international Regulations Rationale – improve the status of regulatory compliance & SES implementation amongst Member States NSAs / CAAs EUROCONTROL technical support is aimed at enhancing & consolidating NSA / CAA capabilities, and helping them to cope with demands of RP2 & EASA Inspections Benefits: Facilitate exchange of information & best practices, and bring harmonised approach at pan-European level, Contribute to defragmentation by rationalising the use of limited regulatory resources & expertise Aim – to provide assistance in five generic technical support areas

Agency Support to Stakeholders9 DSS – generic technical support areas 1.Align and streamline regulatory activities: the single perspective Single European regulatory and standardisation roadmap, Single ATM Safety inspection system, Single reporting system on regulatory matters 2.De-fragmentation through regional initiatives Joint supervisory mechanisms, Assist EU in assessing FAB compliance 3.Developing aviation policies Spectrum, Unmanned Aircraft Systems, Environment, Airports, GNSS, Security (annexes to HLA) 4.SESAR Deployment (Level 1) 5.Reinforce Regulators capabilities Support to the States through Single Sky Implementation Programme, Support the European Regulator as technical support body for monitoring the performance of the Network

Agency Support to Stakeholders10 DSS – support principles 1.Maintain principles of EIS Policy, 2.Update criteria for prioritisation, 3.For strategic support, use criteria which make largest contribution to Performance of the European ATM Network, 4.Identify sub-criteria to define regulatory contribution to performance of the ATM Network, 5.Develop a transparent prioritisation process.
