EB Workshop on eSafety Objective: Come to a shared vision/interest w.r.t. common position in the eSafety process

Content Vision of the future What is eSafety? CEDR Vision and Strategy Make the vision alive NRA’s input and commitment to CEDR’s road-map on eSafety Flyer CEDR cooperation with Ertico and other organisations

Vision of the future Information from individual vehicles: speed, position, road condition, weather condition (ice, snow, rain,..) etc. are continuously collected, transmitted and distributed. Impact: Better information for road users, Better information for traffic manager Improved traffic flows, Improved traffic safety Improved environment

What is eSafety? Joint industry-public sector initiative aiming to reduce the number of accidents by using new intelligent vehicle safety systems and related infrastructure utilising ICT The eSafety Forum established in 2003 is a joint platform of the road safety stakeholders promoting the implementation of the recommendations of the eSafety Working Group on Road Safety

Commission framework The i2010 Intelligent Car Initiative will build on the work of the eSafety initiative and follow a three – pillar approach RTD in ICTs FP5, FP6, FP7 The eSafety Forum Awareness Raising Actions Intelligent Car Initiative Working Groups eCall Driving Group Traffic Data… Projects Prevent CVIS Punctual Actions studies “Intelligent Car Event”

Working Groups in 2007

CEDR Vision on eSafety By the year 2020, new Information and Communications technologies will enable two-way communications between vehicles, and between vehicles and (road side) infrastructure. This will support the functionalities for road users as well as the role and tasks of road administrations, and it will result in: -eSafety systems and services that contribute to a significant reduction in road fatalities; -better informed travelers and hauliers at all times- before and during their door-to-door trip; -more effective and efficient operations by traffic managers and infrastructure providers, being adequately informed and well equipped.

CEDR strategy on eSafety To achieve this vision, CEDR will apply the following Strategy: -contribute to a common communication layer/protocol for vehicles and roadside, enabling all kind of data communication between vehicles, and vehicles and infrastructure thereby extending the services that can be delivered; -realise interaction between all stakeholders, who will invest in their specific domain regarding the successful development and deployment of eSafety systems; NRAs will deliver and support services of public and road user interest; -realise a coordinated model and operation charter, clustering all relevant stakeholders. This operation includes the definition of roles and responsibilities, an adequate organisation, a suitable legal framework and appropriate business models. Technology provided by industry will be standardised.

Steps of CEDR to realise the strategy -the sharing of the CEDR strategy with all NRA’s as well as other public and private stakeholders; -active participation in the eSafety Forum’s activities on all levels, establishing an efficient information exchange and decision-preparation platform for eSafety related activities within CEDR in close co- operation with individual NRA’s -promoting the NRA interests in the standardization process

Make the vision and strategy alive To make the CEDR vision and strategy alive it must be elaborated and shared by all NRA’s To achieve this it is necessary to clearly understand the interest and contribution of each individual NRA This should result in: CEDR’s input and commitment to a road-map on eSafety

Questions How do you interpret the CEDR vision with regards to your national approach? Which aspects do you like to highlight in this vision? How do you interpret the CEDR strategy with regards to your national approach? Which aspects do you like to highlight in this strategy? How would your NRA like to contribute to the realisation of the strategy?

CEDR’s input and commitment to a road-map on eSafety The shared vision supported by the individual NRA’s is the basis for the joint eSafety strategy Common interests of the joint NRA’s should be the basis for the mandate of the CEDR representatives in eSafety actions (forum) Within the common CEDR vision, given differences in vision and interest of NRA’s, space is available for regional priorities

Contributing to eSafety Participation in eSafety Steering Cie –Who will represent CEDR? –What is his mandate? –Does he represent all NRA’s? –Can he decide for all NRA’s? –What other conditions need to be met? Active in Working groups:  Implementation Road Maps  Real Time Traffic Information (RTTI)  Communication  Security  Architecture  ICT for Clean and Efficient Mobility –Are all relevant topics covered in these working groups? –Who will represent CEDR? –What is his mandate? –Does he represent all NRA’s? –Can he decide for all NRA’s?

Implementation Road Maps WG Agree with other stakeholders (especially industry) on –Priority systems to be promoted –Road maps for their implementation Monitor the realisation of the road maps NRAs actively involved –DE, SE, NO, BE The other chair from O2

RTTI (Real-Time Traffic and Travel Information) WG Inventory of the existing framework and the relevance and effects of RTTI Recommends measures Member States should take in order to establish RTTI services with European standards and defined accessibility for the users European agreement on information to be provided free of charge EC Communication expected NRAs actively involved –DE, CH

Communications WG give recommendations to the commission how a harmonised EU wide communication system for V2V and V2I could be established Spectrum issues, helping the Commission with CEPT and Radio Spectrum Committee (RSC) Standardisation, working together with Intelligent Transportation Systems Steering Group (ITSSG) towards ETSI, CEN and ISO International cooperation, i.e. establishing contacts to similar groups in the US and Japan to coordinate international issues in the WG-C work areas NRAs actively involved –BE, NL

Security WG Investigate eSecurity needs related to misuse of networked and co-operative systems Integrate existing and emerging RTD initiatives Provide a communication platform of all stakeholders in order to support the introduction of eSecurity technologies in parallel to the technical progress and compatible to legal and certification aspects NRAs to be actively involved –SE?

Service Oriented Architectures WG Tentative plans –SOA: Architectures for installing, starting, stopping, updating, and removing vehicle related services –To describe the state of the art and what is missing to facilitate market introduction NRAs to be actively involved –BE, NO

ICT for Clean Mobility WG To mobilize the various sectors that need to cooperate in identifying possible new solutions for using ITC for cleaner and efficient mobility Complementary to the CARS21 environmental recommendations Today only few ICT solutions for cleaner mobility with almost none at infrastructure level Traffic management and cooperative systems NRAs to be actively involved –SE

Decision platform Decisions on positions can’t wait –CEDR must organise itself so that it can take decisions also between GB and/or EB meetings? –Decisions are taken by majority or by unanimity? –The mandate for decisions depend on the issue and can be at different levels (domain leader, EB, GB, …)? –Can decisions be taken via contact by the right level representatives with O2? A decision-preparing platform is needed –Should O2 prepare advice for decisions demonstrating pro’s and con’s and recommendations?

Flyer Make known to the public the new strategy of CEDR and the active participation in eSafety. Participation needs to start now. –Do you agree? Who likes CEDR to address with the flyer? Share the vision and strategy on eSafety: 1) with the NRA’s 2) with the other public authorities, and then 3) with the other stakeholders. 4) Relevant projects to be monitored -- Are those the target groups?

CEDR cooperation with Ertico Ertico: –Brings industry, public authorities, infrastructure operators and users together –Has major experience in ITS –Is, as ‘independent’ organisation, starting-up, coordinate and involved in crucial projects (CVIS, SafeSpot, Coopers,…) NRA’s cooperation with ERTICO –Various NRA’s (and ministries) are member –There exists a public authority platform –Participation in (FP) projects Should CEDR consider Ertico as another useful platform to achieve their Vision?
