Joint industry-public sector initiative aiming to reduce the number of accidents by using new intelligent vehicle safety systems and related infrastructure utilising ICT The eSafety Forum established in 2003 is a joint platform of the road safety stakeholders promoting the implementation of the recommendations of the eSafety Working Group on Road Safety

7 CEDR Vision on eSafety By the year 2020, new Information and Communications technologies will enable two-way communications between vehicles, and between vehicles and (road side) infrastructure. This will support the functionalities for road users as well as the role and tasks of road administrations, and it will result in: -eSafety systems and services that contribute to a significant reduction in road fatalities; -better informed travelers and hauliers at all times- before and during their door-to-door trip; -more effective and efficient operations by traffic managers and infrastructure providers, being adequately informed and well equipped.

8 CEDR strategy on eSafety To achieve this vision, CEDR will apply the following Strategy: -contribute to a common communication layer/protocol for vehicles and roadside, enabling all kind of data communication between vehicles, and vehicles and infrastructure thereby extending the services that can be delivered; -realise interaction between all stakeholders, who will invest in their specific domain regarding the successful development and deployment of eSafety systems; NRAs will deliver and support services of public and road user interest; -realise a coordinated model and operation charter, clustering all relevant stakeholders. This operation includes the definition of roles and responsibilities, an adequate organisation, a suitable legal framework and appropriate business models. Technology provided by industry will be standardised.

9 Steps of CEDR to realise the strategy -the sharing of the CEDR strategy with all NRA’s as well as other public and private stakeholders; -active participation in the eSafety Forum’s activities on all levels, establishing an efficient information exchange and decision-preparation platform for eSafety related activities within CEDR in close co- operation with individual NRA’s -promoting the NRA interests in the standardization process

10 Make the vision and strategy alive To make the CEDR vision and strategy alive it must be elaborated and shared by all NRA’s To achieve this it is necessary to clearly understand the interest and contribution of each individual NRA This should result in: CEDR’s input and commitment to a road-map on eSafety

12 CEDR’s input and commitment to a road-map on eSafety The shared vision supported by the individual NRA’s is the basis for the joint eSafety strategy Common interests of the joint NRA’s should be the basis for the mandate of the CEDR representatives in eSafety actions (forum) Within the common CEDR vision, given differences in vision and interest of NRA’s, space is available for regional priorities

20 Decision platform Decisions on positions can’t wait –CEDR must organise itself so that it can take decisions also between GB and/or EB meetings? –Decisions are taken by majority or by unanimity? –The mandate for decisions depend on the issue and can be at different levels (domain leader, EB, GB, …)? –Can decisions be taken via contact by the right level representatives with O2? A decision-preparing platform is needed –Should O2 prepare advice for decisions demonstrating pro’s and con’s and recommendations?

21 Flyer Make known to the public the new strategy of CEDR and the active participation in eSafety. Participation needs to start now. –Do you agree? Who likes CEDR to address with the flyer? Share the vision and strategy on eSafety: 1) with the NRA’s 2) with the other public authorities, and then 3) with the other stakeholders. 4) Relevant projects to be monitored -- Are those the target groups?

22 CEDR cooperation with Ertico Ertico: –Brings industry, public authorities, infrastructure operators and users together –Has major experience in ITS –Is, as ‘independent’ organisation, starting-up, coordinate and involved in crucial projects (CVIS, SafeSpot, Coopers,…) NRA’s cooperation with ERTICO –Various NRA’s (and ministries) are member –There exists a public authority platform –Participation in (FP) projects Should CEDR consider Ertico as another useful platform to achieve their Vision?
