ITU Seminar – Warsaw Poland, May 2012 First iteration (2) 3. Proposed modifications (from all administrations) submitted under Article 4, published in Special Sections. These frequencies are considered to be assigned for the purpose of the planning iterations, on the assumption that they had been coordinated with neighbouring administrations. Bamako report recommends performing informal frequency coordination discussions until September 2012 and only afterwards to start formal activities for the modifications of GE-06 Plan.

Proposed requirements (ADD) were generated by the Bureau for the 46 African countries at each site/allotment where the number of Plan entries is less than 4. The sum of number of Plan entries under categories 2 and 3 above plus the number of proposed requirements is 4. These requirements were given an initial frequency of 858 MHz, indicating to the planning software that the channel range from have to be considered (disregarding channels already assigned for co-located Plan entries and/or proposed modifications).

If a frequency channel (X) is successfully identified for a proposed requirement, the concerned notice is to be modified indicating the selected frequency channel (t_freq_assgn = X) and submitted for the following iteration. 5. If a frequency channel (X) has not been successfully identified for a proposed requirement, the concerned notice, as generated by the BR, is to be resubmitted for the following iteration

Proposed requirements that update the proposed modifications in 3 or a recorded plan entry in 2 (including withdrawal or suppression). 7. For administrations that do not submit input files, the input files of the previous iterations shall be used.

ITU Seminar – Warsaw Poland, May 2012 Recommendations The next ATU Summit is therefore invited to consider the adoption of the MPEG4 and DVB-T2 standards at regional African level. It is also recommended that the ATU summit consider the adoption of the dual HDTV/SD format at African regional level for the set- top boxes 27

ITU Seminar – Warsaw Poland, May 2012 More Recommendations It is recommended that those administrations currently having more than this resource be encouraged to make the utmost effort to release part of it to enable neighbouring countries to reach up to that level of resource. This is important to ensure that every country is able to successfully transition to digital television, hence release the digital dividend for its neighbours. 28

September 2012: end of informal frequency coordination discussions and start of formal activities for the modifications of GE-06 Plan. 29
