3 INTRODUCTION EXCOM made a decision in its communication ref: 094/EACO/ES/014 dated 24 th April 2014 to restructure WG7 and create a new WG 11 and adopt/review proposed ToRs for the new WG. WG 11 was named Spectrum Management. -Chairman: ENG. Deo BIZINDAVYI (BURUNDI) -Vice-Chair: Christine MUGIMBA (UGANDA) WG 11 has held five meetings. 4 Summary of Achievements In order to achieve the TORs, WG 11 developed an Action Plan which highlights the activities under each TOR, the deliverable and timelines. The progress status of the planned activities is as follows: 28-May-15 PRESENTATION OF WG11 TO CHAIRPERSON OF REGULATORY AUTHORITY 4

5 Harmonization of Radio Spectrum policy and regulations 28-May-15 PRESENTATION OF WG 11TO CHAIRPERSON OF REGULATORY AUTHORITY 5 The working group discussed on this activity and agreed to develop a spectrum policy to be considered as reference to EACO member countries. The WG11 received contributions from EAC member states on spectrum policy. Based on the contributions, the Working Group agreed to develop a structure for EACO spectrum policy and identified areas for harmonization. Progress status: The WG has developed a Model spectrum policy to be presented to Regulators Assembly for consideration and to Congress

6 To develop harmonized Guidelines for the management and allocation of radio frequency spectrum The WG11 identified areas for development of harmonized guidelines as shown below: -Short Range Devices. -Digital Dividend Spectrum (694 -790 Mhz for DD1 & 790 -862 Mhz for DD2 ). -Digital Audio Broadcasting (DAB). -Digital Terrestrial TV broadcasting (470-694 Mhz) -Spectrum Sharing – TVWS -FM broadcasting (87.5 -108 Mhz)

7 To develop harmonized Guidelines for the management and allocation of radio frequency spectrum It was agreed to give priority to the development of guidelines for SRD (short range devices). Progress status: The draft guidelines on short range devices are available and will be presented to Assembly and congress for adoption

8 To advise the EACO member states on issues pertaining to protection of satellites orbital slots and efficient use of associated frequency spectrum. The guidelines on regulatory issues pertaining to satellite and orbital slot were expected to be developed after the planned capacity building in the satellite regulation. However, it has be possible to organize the training due to unavailability of the ITU experts who are dedicated to WRC 15 preparations. Progress status A informative document on issues pertaining to protection of satellites orbital slots and efficient use of associated frequency spectrum is available. Way forward: The training is proposed to be carried out after WRC-15 and the report on protection of satellite orbital slots will be drafted after the training. To recommend to the assembly advising member states to have dedicated staff who shall handle satellite regulatory and coordination issues.

9 To analyze the allocation, usage and management of radio frequency spectrum resource in the region and recommend strategies for its optimal usage for the provision of communications services The Working Group 11 identified frequency bands for recommendation on strategies for their optimal use. The following frequency bands were identified; -Digital Dividend Spectrum – DD1 & DD2 -2.5 & 2.6 – 2.7Mhz -174 - 230 MHz – Digital Audio Broadcasting (DAB) -DAB – L Band 1452 – 1492 MHz -470-694 MHz -1800 MHz

10 The following were agreed frequency bands for studies 1.700 MHz band (694 -790 MHz) 2.800 MHz band (790-862 MHz) Progress status: A questionnaire on the use of the digital dividend bands by EACO member states was developed and will be presented to the Assembly. Way forward: T o draft the recommendation on the optimal usage of the digital dividend band based on the outcome of the questionnaire.

11 To advise on issues related to digital dividend In order to address the subject matter, WG 11 agreed on topics on the digital dividend report as follows: – Introduction – Spectrum Management and broadband policy – Licensing approach – Best Practice – Technology (technology neutrality approach) – Observations and recommendation Way forward: to draft the report on issues related to digital dividend

12 To recommend mechanism for radio frequency coordination within the EACO Member States to eliminate cross-border harmful interferences The working group 11 discussed on this activity and agreed to develop a framework on cross- border coordination. Two coordination meetings were organised on FM broadcasting and Digital Television Broadcasting. Progress status: A framework for cross-border frequency coordination is available and will be presented to Congress for adoption.

13 To coordinate preparations for WRCs within the region and follow up implementation of its resolutions It was agreed to develop EACO harmonized positions on WRC-15 agenda Items to be submitted to the conference and other regional preparatory meetings for WRC-15. Progress status: -EACO preliminary views on WRC-15 Agenda Items have been developed by WG11 and submitted by the EACO Secretariat to ATU (African Telecommunications Union) as a contribution to African Preparatory Meeting held at Khartoum in 2014, -The reviewed EACO Preliminary views on WRC-15 Agenda Items have been submitted to African Preparatory Meeting held at Abuja, Nigeria from 26 -30 January 2015. Way forward: To draft final EACO positions on WRC-15 Agenda Items before the conference and to develop a handbook for EACO participants to WRC- 15.
