2 Trends in utilization of UHF band 2 Transition to Digital Television (DTT) Better quality, new services, compression of programs: 1 TV channel = 1 analogue program 1 TV channel = 2 - 16 digital programs ( DVB-T2/MPEG4) Transition to Digital Television (DTT - > released spectrum Digital Dividend(DD). It can be used by:

3 International regulations of 700 MHz (DD2) 694–790 MHz – allocated to mobile and broadcasting co-primary from 2015 Choice of the service – national decision, but regional harmonization is extremely important 3 3.5 year studies Join Task Group JTG 4-5-6-7 After WRC-12 Band 694 – 790 MHz allocated to mobile service, entry into force postponed until WRC-15 (Res. 232) Probably after WRC-15

4 Advantages of using Digital Dividend 2 for mobile service: Satisfy growing traffic requirements in mobile broadband Enable larger coverage areas (benefits for rural areas) Harmonization also leads to: Reduced prices of mobile terminals in mass production Reduced complexity of radio design International roaming facilitated border coordination 4. Importance of harmonized allocation of DD2 107 km 157 km 29 km Difficulties of sharing mobile service and TV (required separations up to 140 – 160 km (studies 800 MHz)

5 Lower boundary of 700 MHz band is determined as 694 MHz 5. ITU-R studies of 700 MHz (JTG4-5-6-7 ) IMT ЗП ТВ 48 ТВК 694 МГц F, МГц Continuing studies of out-of-band interference from IMT to TV Defining guard band between IMT and TV (otherwise filters on TV, higher requirements to mobile devices - costly) Determination of sharing conditions between IMT and aeronautical navigation Development of harmonized frequency plans for mobile service (for plans starting from 703 MHz guard band of 9 MHz may be sufficient)

6 Band 470 – 862 MHz is regulated by Agreement GE06. Any change in frequency shall be coordinated via GE06 procedure If DD2 is used for mobile, TV should be moved to the bands below 694 MHz. GE06 Plan shall be updated Challenge: to satisfy significant number of TV requirements in below 694 MHz to open the bands above 694 MHz for mobile Possible solution: Coordinate TV requirements in 470 -694 MHz at sub-regional level Submit the coordinated requirements to ITU to update GE06 Plan ITU is ready to provide assistance during all steps of this process 6. Digital Dividend and Agreement GE06

7 Decided to allocate the first and second digital dividend to the mobile service above 694 MHz ATU Ministerial Summits in December 2011 (Nairobi), September 2012 (Accra) and May 2014 (Nairobi) Recommended the adoption of DVB-T2 and MPEG4 Decided to re-arrange GE06 Plan on the basis of 4 national layers (multiplexes) per country. Negotiations started in March 2012 and were completed in July 2013 with 33 iterations Used relaxed coordination criteria: 4 dB instead 1.25 for GE06 Recommended the end of analog switch-off by 17 June 2015 7. 9 Arab countries First Arab frequency coordination meeting, Dubai, 17-23 May 2014 Participation of 28 countries. Objective: coordination DTT channels in 470–694 MHz Agreed on principles: 4 layers, coordination margin = 4 dB, generating requirements for non-participating countries Start of re-planning – September 2014, finish – February 2015 Black/ Caspian sea Sub-Region ARM, AZE, GEO, IRN, KAZ, KGZ, RUS, TJK, TUR, TKM, UKR and UZB 1 st sub-regional frequency coordination meeting of Administrations of Black and Caspian Seas in 18-19 Apr 2013 2 nd meeting in autumn 2014. One of items to discuss: to access possibility to satisfy broadcasting requirements in 470 – 694 MHz 9 DD in other regions: Arab countries, Black/Caspian Seas

12 12 Conclusions Allocation of Digital Dividend 2 is national decision However, regional/word harmonization is extremely important A number of Region 1 countries already decided to allocate DD2 for mobile broadband, while using 470 – 694 MHz for DTT Moving DTT from the 700/800 MHz to lower bands is possible through sub-regional frequency coordination meetings Re-planning in Africa demonstrated that the objective of a minimum of 4 coverage layers can be achieved ITU is ready to provide assistance in these activities to any regional sub-group
