CEOS WGCapD Capacity Building Inventory Jacob Sutherlun Working Group on Capacity Building and Data Democracy CEOS SIT-28 Meeting Hampton, Virginia, USA 12 March 2013

SIT-28 Meeting Hampton, Virginia, USA March Seconds on WGCapD 2 nd WGCapD Meeting in Frascati finished this past Wednesday E-Learning Course moving forward – in 4 th week Finalizing planning for Digital Elevation Models Workshop HIGHLIGHT - SANSA responded to the CEOS Plenary Action by committing to be the Vice-Chair of WGCapD beginning in 2014 with eventual chair role beginning in 2016

SIT-28 Meeting Hampton, Virginia, USA March 2013 Capacity Building Inventory Background/Issue Objective End Product Methodology Timeline Actions

SIT-28 Meeting Hampton, Virginia, USA March 2013 Background of Inventory Capacity building activities are being carried out across the globe by various organizations Lack of coordination leads to less than efficient use of limited resources Many organizations are simply not aware of many of the capacity building activities focusing on the use of space- derived data Example: Developing a list of countries to receive SRTM data List was made based on UNDP HDI, partnerships, and existing relationships As mentioned in the Bangalore Plenary, this data could help with National Demonstrator projects for GFOI Could have prioritized countries based on existing CEOS projects if there was an easy way to search for that information

SIT-28 Meeting Hampton, Virginia, USA March 2013 Background (continued) Issue highlighted at the first WGCapD meeting in Ilhabela in 2012 Took action to develop an overarching strategy Bigger Picture – Tie ins with CEOS WGs and VCs, GEO, Others Inventory referenced in GEO Post 2015 Recommendations Suggested by GEO Secretariat Director, Barbara Ryan, to plan timeline to be able to showcase the end product at GEO Ministerial in January 2014 Recommendation coming from GEO Water Strategy Report at the December 2012 San Francisco workshop to do an inventory of water cycle related trainings and training materials CSS: Topical Team on Roles and Responsibilities - To minimise some of the risk of internal duplication, a systematic cataloguing of capacity building activities within the VCs is proposed as part of recommendation [R.3] Historical precedent in CEOS –Annual Report on Developing Country Activities completed by EUMETSAT in 1997

SIT-28 Meeting Hampton, Virginia, USA March 2013 Objective The primary objective of this project is to compile all current capacity-building efforts on the use of space- derived Earth observation (EO) data for societal benefits into an easily updateable format. Once completed, the project will serve as a comprehensive resource of ongoing capacity-building efforts, helping those actors involved better coordinate their existing activities and possibly inform future planning.

SIT-28 Meeting Hampton, Virginia, USA March 2013 End Product Example

SIT-28 Meeting Hampton, Virginia, USA March 2013 End Product (continued) Clickable by country Sortable by layers, which would be associated with the SBA’s of GEO Resources to produce this type of output would be necessary AfriGEOSS Donor and development assistance agencies In house(CEOS) knowledge may exist to do this type of work Preferably hosted on CEOS website. Depends on funding source

SIT-28 Meeting Hampton, Virginia, USA March 2013 Methodology Collecting the information is the crucial step in this process Reviewing previous studies paired with their desired outcomes, a questionnaire was as the best medium to gather the required information Personal contacts and follow-up are key in securing the participation of many organizations A WGCapD subgroup would likely need to be formed to continually keep the map up to date

SIT-28 Meeting Hampton, Virginia, USA March 2013 Timeline Refine proposal, determine funding, secure approval Identify Points of Contact for all institutions from which we would like information Official outreach to CEOS Member, Associates, Partner Organizations, Others Personal contact follow-up Consolidate and quality check the information received Develop beta map Product goes live Inventory and Product are continually updated

SIT-28 Meeting Hampton, Virginia, USA March 2013 Actions CEOS Principles to identify points of contact by 31 March CEOS Member agencies to complete, for all relevant capacity building activities, questionnaire by 31 July 2013
