GEO Oceans & Society: Blue Planet Paul DiGiacomo and Kerry Sawyer (NOAA) CEOS SIT Technical Workshop EUMETSAT, Darmstadt, Germany 17 th – 18 th September 2015 Committee on Earth Observation Satellites

SIT Tech. Workshop 2015 EUMETSAT, Darmstadt, Germany 17 th -18 th September “Oceans and Society: Blue Planet” Under the auspices of GEO, Blue Planet envisions an informed society that recognises the oceans’ crucial role in Earth's life-support system and is committed to stewardship of the oceans for a healthy, safe and prosperous future for all..

SIT Tech. Workshop 2015 EUMETSAT, Darmstadt, Germany 17 th -18 th September “Oceans and Society: Blue Planet” Under the auspices of GEO, Blue Planet envisions an informed society that recognises the oceans’ crucial role in Earth's life-support system and is committed to stewardship of the oceans for a healthy, safe and prosperous future for all. Blue Planet’s Mission is to: Advance and exploit synergies among the many observational programmes devoted to ocean, coastal and inland waters; To improve engagement with a variety of users for enhancing the timeliness, quality and range of services delivered; and, To raise awareness of the societal benefits of ocean observations at the public and policy levels.

SIT Tech. Workshop 2015 EUMETSAT, Darmstadt, Germany 17 th -18 th September “Oceans and Society: Blue Planet”...will add value to existing observational programmes by: Facilitating and encouraging collaboration among them for mutual benefit, and with the broader Earth observation community; Improving their connections with the users of ocean observation-derived products, information and knowledge; Enhancing their impact within the Group on Earth Observations (GEO) and other intergovernmental arenas; and, Promoting their communication with decision makers and with the general public regarding the societal benefits of ocean observations.

SIT Tech. Workshop 2015 EUMETSAT, Darmstadt, Germany 17 th -18 th September Blue Planet User Engagement: Linking Data and Information Providers with Users: In its new phase, the Blue Planet Initiative will have a stronger focus on user engagement and will facilitate the two-way communication between data and information providers and various user communities, by: 1) Identifying the users for different types and sources of data and information, 2) Actively seeking their feedback on what they need and how and in what format it should be delivered to them, and 3) Sharing information, advice and best practices on user engagement within the Blue Planet community. This coordination and advisory role will be taken on by a dedicated User Engagement group/component within the new structure.

SIT Tech. Workshop 2015 EUMETSAT, Darmstadt, Germany 17 th -18 th September 6 Previous Blue Planet development and results: Blue Planet White Paper (2013) "Oceans and Society: Blue Planet" book (2014) Report from Blue Planet Kick-Off Symposium 19-21 November 2012, Ilhabela, Brazil Video prepared for 10th GEO Plenary and Ministerial Summit, outlining importance of Earth Observations for society, particularly in the areas of water access, food security, disaster management and renewable energy. 2 nd Blue Planet Symposium, 27-29 May 2015, Cairns, Australia

SIT Tech. Workshop 2015 EUMETSAT, Darmstadt, Germany 17 th -18 th September 7 Blue Planet International Organisations: Partnership for Observation of the Global Oceans (POGO) Global Ocean Observing System (GOOS) of Intergovernmental Oceanographic Commission (IOC) Committee on Earth Observation Satellites (CEOS) Global Ocean Data Assimilation Experiment (GODAE) OceanView Coastal Zone Community of Practice (CZCP) The Institute of Electrical and Electronics Engineers (IEEE) Blue Planet Regional Organisations: European Space Agency (ESA) –ESRIN EUMETSAT European Commission (EC) Blue Planet National Institutes: Plymouth Marine Laboratory (PML) National Oceanic and Atmospheric Administration (NOAA) Japan Agency for Marine-Earth Science and Technology (JAMSTEC) Japan Aerospace Exploration Agency (JAXA) Commonwealth Scientific and Industrial Research Organisation (CSIRO) and other POGO member institutes (http://ocean-partners.org/members).http://ocean-partners.org/members

SIT Tech. Workshop 2015 EUMETSAT, Darmstadt, Germany 17 th -18 th September 8 Blue Planet: Updated Components (2015+) C1. Developing capacity and societal awareness C2. Sustained ocean observations C3. Data access and visualization C4. Ocean forecasting C5. Healthy ecosystems and food security C6. Services for the coastal zone C7. Ocean climate and carbon C8. Integrated maritime services C9: User engagement

SIT Tech. Workshop 2015 EUMETSAT, Darmstadt, Germany 17 th -18 th September Blue Planet seeks to create an end-to-end service that: 1) builds the capacity required for ocean observations, 2) collects data from observations, 3) manages the data and makes them widely available, 4) transforms the data into infor- mation, products and services to be used by a variety of stake- holders for the benefit of society

SIT Tech. Workshop 2015 EUMETSAT, Darmstadt, Germany 17 th -18 th September 10 Proposed Blue Planet Governance Structure

SIT Tech. Workshop 2015 EUMETSAT, Darmstadt, Germany 17 th -18 th September 11 CEOS members (CSIRO, NOAA et al.) played an active role in hosting, organizing and contributing to the 2 nd Blue Planet Symposium held in Cairns, Australia in May 2015 We are also now working to organize the 3 rd Blue Planet Symposium to be held September 2016 in Monterey, CA in association with the Oceans’ 16 Conference, organized by IEEE OES and MTS. Themes to be addressed include: > Sustainable Use of Ocean Resources > Risks from Pollution, Warming and Acidification > Climate and the Changing Oceans > Processes and Life at the Interfaces with the Oceans Note: we are requesting a CEOS Rep for the 3 rd Symposium Steering Committee NOAA/NESDIS and CSIRO have also partnered to Co-Host the GEO Blue Planet Secretariat, which will be located in College Park, Maryland USA and Dutton Park, Queensland, Australia. This can be considered as a significant contribution by CEOS agencies to advancement of Blue Planet. CEOS Engagement and Participation:

SIT Tech. Workshop 2015 EUMETSAT, Darmstadt, Germany 17 th -18 th September 12 Compilation of ocean variables into coordinated dataset packages - the CEOS Ocean Variables Enabling Research and Applications for GEO (COVERAGE) Status : Open Creation Year : 2014 Completion Date : 2016-Q4 Coordination of essential ocean variables into single package deliveries, with fit-for-purpose latency for research and applications. The four ocean VCs (in coordination with the Blue Planet committee) will play a role in the sustainment/continuation/harmonization of essential ocean variables. What does CEOS need to do differently in the future to support this project? How can CEOS support "integration" of activities across VCs and individual missions? What are the achievable spatial-temporal scales and appropriate latencies for multi-variable packages? Responsible CEOS Entities : NASA Progress Report : There is nothing to report at this time.? The project has been stalled. BP-01

How else can/should CEOS VCs and WGs engage with Blue Planet considering increased visibility within GEO 2016 Framework?
