3 Background 1.GEO-XII Plenary approved the 2016 Work Programme and the associated budget 2.The current Version, issued on 22 December 2015, includes results of Plenary discussion plus additional inputs gathered from consultations with the activity leads 3.The GEO 2016 Work Programme is of transitional nature, it bridges the first and the second GEO decades; it will serve as the reference in 2016 for GEO to: –test how the new arrangements work, in particular for the concept of Foundational Tasks, –complete the transition confirming the nature of each of GEO activity, with reference to the implementation mechanisms identified in the GEO Strategic Plan, and –Develop the first “regular Work Programme 2017-2019, building on the lessons learned above

4 Approach and structure The GEO 2016 Work Programme has been developed through a process involving GEO Community and Governance, to implement the provisions of the new Strategic Plan. The GEO Core functions dictated the definition of the activities to be included and their description The redefined Governance guided the definition of the proposed management arrangements, here included a strengthened role for the Secretariat.
