What is FirstToSee ?  Designed and architected as a regional system  A Smartphone App to report incident information to a responder – Trusted users – The public  A System to filter social media for incident information – Presents data in a map – Presents data in a tabular view 4

The Everett Exercise  At the Everett EOC – Incident commander, 3 staff – 18 trusted users  195 reports filed, 300 tweets  Feedback: – Easy to use submit a report, suggested changes – Map and tabular display helped keep data organized  Conclusions: – Assign PIO/Ops to watch incoming data, no new staff – Will be more immediate information – Trusted users will be important 21

Cost to Use FirstToSee  Development has been funded by FEMA Port Security Grant, FY08, Enhancing Maritime Security by Engaging Emergency Preparedness/Response Partners and the Public Through Social Media Applications  Sustainment – Pierce County will continue to support – Future costs will be agency data storage and requested enhancements (or in Phase II) 26
