EuropeAid Enhanced dialogue with developing countries on climate change – What is the GCCA? First pillar of the Global Climate Change Alliance (GCCA) Promote a convergence of visions on a post-2012 climate change regime between the EU and the partner countries Regional conferences, policy dialogues and joint declarations o Asia, May 2010 o Africa, Oct 2010 o Pacific, March 2011 (e.g. specific dialogue on climate finance and aid effectiveness) o Caribbean, March 2011 National policy dialogue (see pillar 2)

EuropeAid Increased support for climate change (1) – What is the GCCA? Second pillar of the Global Climate Change Alliance (GCCA) 200 million ( ) 60+ million ( ) Promote approaches to integrate climate change into development planning and budgeting Focus on integration of climate change in poverty reduction efforts, adaptation in water and agriculture, REDD, CDM and DRR o Mainstreaming programmes and workshops o Implementation of NAPAs Budget support as preferred modality

LDC and/or SIDS recipients of aid (according to the official OECD/DAC and UN lists Vulnerability to climate change (floods, droughts, storms, sea level rise or glacier melting, coastal zone elevation with proportion of the population at risk, importance of the agricultural sector) Adaptive capacity (Human Development Index) Political commitment (UNFCCC and policy dialogue) => Funds are allocated to the highest ranking countries, based on population figures and on availability of resources

EuropeAid In practice: Mainstreaming and joint programming in Mozambique « Mainstreaming of climate change into policies and strategies and to adapt to climate change impacts » o Institutional capacity and technical expertise (e.g. coordination, sector strategies, monitoring) (Result 1) o Awareness and training (Result 2) o Field operations and pilot work (Result 3) Joint financing with DK ( 31.5 million in total) and EC ( 15 million) and IE ( 5 million) under the GCCA Joint programming with DK Project approach

EuropeAid In practice: Mainstreaming and budget support in Bhutan « Climate change adaptation in the renewable natural resources (RNR) sector » o Mainstreaming climate change adaptation in the RNR sector (Objective 1) E.g. integration in the five-year plan o Climate change adaptation is considered and approached as multi-sectoral theme (Objective 2) E.g. Institutional framework Budget support (EUR 3.6 million) under the GCCA o General and specific conditions related to mainstreaming (e.g. action plan, five-year plan, framework, planning, monitoring and statistical systems) o Specific conditions related to outcomes (reduced vulnerability and emissions)

EuropeAid In practice: Sector mainstreaming and budget support in Samoa « Supporting Climate Change Adaptation for the Samoan Water Sector » o Integration of adaptation in the Water for Life Sector Plan and programme cycle (Result 1) o Rehabilitation/reconstruction (system) of drainage infrastructure (Results 2-3) o Asset Management system and implementation of maintenance plan for drainage infrastructure (Result 4) Budget support (EUR 3 million) under the GCCA o General conditions include integration of climate hange in sector policies and implementation (Result 1) o Specific conditions related to results 2-4

EuropeAid Lessons learned: aid effectiveness, mainstreaming and budget support Ownership: supporting developing countries agendas National development or sector strategies National adaptation programmes of action (NAPAs) Alignement: using country systems Promoting climate change integration into national development planning and budgeting Country programmes Training workshops with ministries of finance Budget support for climate change Harmonisation: improved coordination within EU and with other partners Joint financing (e.g. GCCA with IE, CY, CZ, SE) Joint programming (e.g. GCCA with DK, GE, UN) => Paving the way for scaled up climate change response through dialogue, capacity building and actions

EuropeAid Way forward : further integrate climate change into regular EC development aid Keep applying lessons learned on climate change and aid effectiveness, mainstreaming and budget support Linking climate change and development in the next EC programming cycle (2014 onwards) o Climate change as a focal area and/or a cross- cutting issue o Regional and National Indicative Programmes => Climate compatible development (i.e. energy and energy efficiency, green and inclusive economic development, increased resilience) How to make this happen? o Guidelines and training programmes for EC staff o Country demand
