2 Technical Session 3 : Promoting Integration of Disaster Risk Reduction, Climate Change Adaptation and Green Growth for Sustainable Development Project Proposal  1 Integration of CCA and DRR in Post-disaster Needs Assessment (PDNA) This project envisages carrying out research study on available PDNA reports for major hydro-meteorological disasters such as Cyclone Sidr, Cyclone Nargis, Typhoon Ketsana – covering all affected countries such as Philippines, Cambodia, Lao PDR and Pakistan floods 2010. The study will review and examine the scope for integrating CCA aspects in different sectors where assessments of damage, losses and needs have been made. Scenarios will be developed - had there been integration of CCA what would have been the costs, knowledge gaps and institutional capacity needs.

3 Technical Session 3 : Promoting Integration of Disaster Risk Reduction, Climate Change Adaptation and Green Growth for Sustainable Development Component 1: Reviewing PDNA reports of major hydro-meteorological disasters The review will involve sectroal needs assessment aspects in social, infrastructure, productive and cross-cutting sectors from two points of views. 1. One is to examine those interventions as a part of the needs which are closely linked to disaster risk resilience. 2. The second is to examine what is ‘the extra cost’ involved in implementing risk resilience inventions in different PDNA which represents the diverse context of post-disaster needs.

4 Technical Session 3 : Promoting Integration of Disaster Risk Reduction, Climate Change Adaptation and Green Growth for Sustainable Development Component 2: Identifying the common interventions for DRR and CCA in PDNA Effort will be made to conduct research study based on published literatures to identify a set of interventions and policy options promoting DRR and CCA. A detailed matrix will be arrived at identifying those sets of interventions/policies common to CCA and DRR. Areas of convergence as well as divergence will also be listed out. Cost effectiveness of these common areas shall also be worked out. PDNA reports will be used further to examine the feasibility of integrating CCA and DRR in the future PDNA efforts.

5 Technical Session 3 : Promoting Integration of Disaster Risk Reduction, Climate Change Adaptation and Green Growth for Sustainable Development Component 3: Guideline for preparing future PDNA which will have integrated CCA and DRR component. Draft guideline for integrating CCA and DRR in PDNA will be arrived at based on this research study. Two expert group consultative workshops shall be organized to examine the key findings as well as draft guideline, which will be followed up further by consulting the key stakeholders among the development partners. Expected Outcomes A Research Study on Feasibility of integrating CCA and DRR in PDNA Guideline for preparing PDNA inclusive of CCA and DRR aspects.

7 Technical Session 3 : Promoting Integration of Disaster Risk Reduction, Climate Change Adaptation and Green Growth for Sustainable Development Project Proposal  2 Resource tracking for disaster risk reduction in high risk least developed countries This project aims to track available resources for disaster risk reduction in representative least developed countries (LDCs) viz., Small Island Developing Countries (Pacific islands) and Land Locked Developing Countries (LLDCs) etc. The study will examine the various windows of opportunities, which are used for funding disaster risk reduction directly as well as indirectly. The study envisages arriving at an assessment with regards to funding gaps for DRR in selected high risk and low capacity LDCs.

8 Technical Session 3 : Promoting Integration of Disaster Risk Reduction, Climate Change Adaptation and Green Growth for Sustainable Development Component 1: Identifying various aspects of financial resources which are directly/indirectly linked to disaster risk reduction. The direct funding to DRR as standalone sectoral investment includes awareness building, development of emergency management capacity, early warning and disaster preparedness, retrofitting of infrastructure etc. The vulnerability-reducing investments are considered indirect DRR investments. These investments are also closely linked to MDG sectors. Similarly, mainstreaming DRR in development indirectly contributes to risk resilient investments in social, productive, infrastructure and cross-cutting sectors. A research study will be conducted to examine funding gaps for DRR vis-à-vis the risk profile and existing institutional capacities for selected countries representing SID and LLDC. This effort will essentially aim to examine investment scenarios for DRR in high risk and low capacity LDCs.

9 Technical Session 3 : Promoting Integration of Disaster Risk Reduction, Climate Change Adaptation and Green Growth for Sustainable Development Component 2: Reviewing sources of funding in relation to DRR The review study will examine sources of funding from the lense of DRR investments both directly as well as indirectly. The sources of funding which will particularly be examined includes : National Budget– Sectoral allocation for Social, Infrastructure, Productive and Cross-cutting, Official Development Assistance (ODA) –G 20 decisions, IMF, WB, ADB, South-South economic assistance, Workers’ remittances, Private Capital Inflows – FDI, Insurance, Development Aid, United Nations Development Assistance Framework (UNDAF) etc.

10 Technical Session 3 : Promoting Integration of Disaster Risk Reduction, Climate Change Adaptation and Green Growth for Sustainable Development Component 3: Assessing funding gaps for DRR Efforts will be made to study the supply and demand for funding DRR activities in the selected high risk and low capacity LDCs. These efforts will lead to assess the funding gaps. The study will be extended further to suggest the strategies, ways and means for addressing these gaps. Two consultants will be hired – who will jointly prepare working paper/concept note for discussions in the project initiation meeting. An expert group meeting will be held to review the key findings and to finalize the strategy paper for enhancing investments in DRR.
