water.europa.eu Review of priority substances under the WFD Chemicals and Water Workshop European Environment Agency Copenhagen 6-7 December 2010 Helen Clayton WFD Team DG Environment European Commission

water.europa.eu WFD general objective: achieve Good Status for all waters in 2015 Good status for surface water –Good chemical status + good ecological status Good chemical status means meeting all environmental quality standards (EQS) for the WFD Annex X list of priority substances (PS), currently 33, plus 8 other pollutants Good status for groundwater –Good chemical status + good quantitative status Good chemical status means meeting standards for pesticides and nitrates

water.europa.eu Review of Annex X (PS list) of WFD Article 16(4) of Directive 2000/60/EC (WFD) requires review of the PS list at least every four years Article 8 of Directive 2008/105/EC (EQSD) requires –Report to Parliament and the Council on Annex III substances by 13 Jan 2011 –Proposals for new PS or PHS with EQS –Consideration of status of existing PS

water.europa.eu Overall approach to prioritisation

water.europa.eu State of play of review possible new PS identified May 2010 EQS (being) derived on basis of revised Technical Guidance Document on setting EQS Draft EQS to the Scientific Committee on Health and Environmental Risks for scientific opinion Status of proposed and existing PS being considered Impact assessment study underway

water.europa.eu Pesticides and biocides Aclonifen Cybutryne Cypermethrin Bifenox Dichlorvos Dicofol Heptachlor/heptachlor epoxide Terbutryn Quinoxyfen

water.europa.eu 7 Industrial - and related - chemicals Dioxin including dioxin-like PCBs Cyanides HBCDD PCBs (non-dioxin-like) PFOS (Zinc)

water.europa.eu Emerging pollutants 17 alpha ethinylestradiol (17 beta estradiol) Diclofenac (Ibuprofen)

water.europa.eu Issues Relative paucity of monitoring data for some substances Sensitivity of monitoring methods, i.e. limit of determination in many cases much higher than PNEC or proposed EQS (problem for selection and for future monitoring) Calculation of corresponding water EQS from biota EQS Coherence of approaches under different legislation, e.g. criteria, endpoints
