page 4 Axel Maubach, Head Airspace & Routes, Skyguide, 13/14 SEP 2011 Experience so far… Does a combination of detection systems (sense) and procedures to provide effective separation (avoid) substitute a real sense & avoid system? New technologies are a key enabler: S&A systems, automatic collision avoidance; limited influence for ANSP/Regulators. Skyguide has delegated airspace over France, Italy and Germany, but currently without any regulation for UAS cross-border operations, which is not just a roadblock for the UAS operator. Civil regulator assuming a passive role, waiting for the establishment of European standards (Whats the status of the Eurocontrol Specifications? What about UAS operations in airspace class E and G?). How will an ANSPs safety assessment framework deal with UAS? Lesson learned: ATCOs tend to be suspicious about UAS, have them and the ATC unit chiefs involved in the procedure development as soon as possible!
