April 2003ASAS TN April 2003 Workshop6 Package I Master Plan Objectives and Scope l Definition of Package I Master Plan and Working Arrangements focussing on : v “WHAT” (List of required Deliverables ) v “HOW” (Deliverables Interdependencies & overall process ) v “WHO” (Fora responsible for deliverables development) v “WHEN” (Master Plan) l For each deliverable Drafting, Review &Approving Groups are identified l Master Plan including all activities towards Package I implementation v The foreseen date for start of ECAC implementation is 2007.

April 2003ASAS TN April 2003 Workshop8 Requirements Focus Group (RFG) for ASA/GSA Package I l ASA/GSA Package I “Requirements Focus Group” (RFG) l RFG role and relationship with other Package I activities as described in Package I Master Plan l For the “Co-ordinated Requirements Determination” of ASA/GSA Package I : v Definition of operational services and environment (OSED) v Requirements identification, co-ordination and allocation : Safety & Performance (SPR), and Interoperability (INTEROP) v Guidance to requirements validation activities l RFG in accordance with rationale for Package I Definition : v In support of a pragmatic approach towards early Package I implementation and world-wide interoperability

April 2003ASAS TN April 2003 Workshop9 RFG for ASA/GSA Package I (cont’d) l RFG membership to comprise experts representing : v EUROCONTROL, EUROCAE, FAA, RTCA (and relevant stakeholder organisations) v Open link to other activities in the world (e.g. Australia) l Schedule foresees fully validated deliverables to be completed by July 2005 (in line with Package I Master Plan): v Intermediate deliveries of the various documents foreseen (e.g. Initial Package I OSED’s by mid 2003) v Systems standards (MASPS, MOPS) to be derived top-down l RFG Kick-off Meeting took place on 1 April 2003 : v Development of Draft RFG TORs for stakeholder review v Next meeting (early June) to kick-off activities

April 2003ASAS TN April 2003 Workshop10 Package I Cost Benefit Analysis Status l Package I CBA Study is on-going : v Review Group including NATS, IATA, LH, SAS, IAOPA, Rockwell-Collins; Airbus; CARE-ASAS; v Focuses on a sub-set of applications (ground and air) with significant potential for operational benefits. l The current CBA document shows : v High benefits (up to 2Bn€) confirmed from: © SSR radar replacement; © Enhanced Visual Approaches; © Enhanced Sequencing and Merging; v Also, strong indications that other Package I applications will generate a very positive return on investment.

April 2003ASAS TN April 2003 Workshop11 l Operational benefits through innovative but evolutionary way of spacing aircraft (ANSPs, ATCOs, Crews, …) l Cost savings by complementing radars with ADS-B sensors (ANSPs) l Cost control through upgrade of existing avionics (avionics manufacturers, system integrators) l Conclusions : v Package I is showing strong potential for a positive CBA and Business Case v Consistent commitment required from all stakeholders; Package I Cost Benefit Analysis Key Factors & Conclusions
