Introduction to the Regional Innovation Monitor A new communication platform for innovation stakeholders (launched in October 2010). Partnership between Technopolis, Fraunhofer, and UNU-MERIT. Interactive functionalities (feed-in, feed-back functions, an on-line interregional comparison of performance, news updates). Coverage some 200 EU regions. Recently published RIM Annual Report! Thematic -, regional analysis, and policy workshops. 3 Extensive database of regional innovation policy measures, policy documents, organisations

Key Findings of the Thematic Paper on S 3 Building stronger networks, but only few are supporting global network interconnectivity! With the use of qualitative methods, more can be said than it is too early to judge the success. Absence of GP to support the diffusion of innovative technologies, products and services. Business R&D and R&D co-operation > Labour mobility. Three cases: Baden-Württemberg: As a Business Location for IT, Media, Creative Industries; The Paradigm for the North East; and development pathways in Silesia. 5

Recent Developments and Next Important Steps Recent developments: Five Future Fields (Berlin), a wave of S 3 initiatives (London, Scotland), specific commitment (London), start of the agencies (Rhône Alpes, Prague), 2015 Strategy of Industrial Policy (Valencia), creation of Competitiveness and Technology Poles and clusters (based outside Lisbon), Brainport 2020 (North Brabant), review of innovative actions and initiatives (Makedonia). Looking forward: Strengthening co-operation (Berlin), foresights (Lazio), lack of Local Enterprise Partnerships (London), establishing a network of clusters (Valencia), understanding cluster specific framework conditions (Copenhagen). 9
