SUMMARY BACKGROUND ACTIVE AIRWORTHINESS WORKING GROUPS WAY AHEAD

! BACKGROUND REQUIREMENTS CIVIL WORLD The final objective is to verify A/C fitness for flight (using a set of airworthiness codes derived from civil aeronautics historical experience - CS, FAR) MILITARY WORLD The final objective is to verify from the beginning that Weapon System is able to accomplish the desired MISSION in a safe way ! CIVIL AND MILITARY APPROACHES TO “VERIFY DESIGN REQUIREMENTS” ARE DIFFERENT

! BACKGROUND MILITARY WORLD IT IS CONSIDERED TO BE MORE EFFECTIVE FOR MILITARY PURPOSES TO: IMPLEMENT THE PROCUREMENT ORIENTED VISION RIGHT FROM THE BEGINNING (MILITARY PEOPLE PROCURE THE WEAPON SYSTEMS THEY REGULATE) TAKE INTO ACCOUNT THAT PERFORMANCES ARE AS IMPORTANT AS AIRWORTHINESS When a FLIGHT TEST is performed …the REPORT produced valuates both airworthiness and performances…CQ ORGANISATION TAKE INTO ACCOUNT THAT PERFORMANCES ARE AS IMPORTANT AS AIRWORTHINESS…and must be evalutaed together ! CIVIL AND MILITARY APPROACHES TO AIRWORTHINESS RULEMAKING ARE DIFFERENT

INTERNATIONAL COOPERATION GENERAL VIEW OF THE AIRWORTHINESS COMMUNITY ACROSS EUROPE IS THAT HARMONISATION IS HIGHLY DESIRABLE … BUT: DIFFICULT TO ACHIEVE AIRWORTHINESS CONSENSUS BETWEEN NATIONS ON INDIVIDUAL MULTI-NATIONAL PROJECTS HARMONISATION REACHED ONLY AT SINGLE PROGRAM LEVEL (EF2000, NH90, A400M…) MANY AIRWORTHINESS INITIATIVES IN EU AND ELSEWHERE AIMED AT GENERAL HARMONISATION … BUT UNCOORDINATED HIGH RISK THAT THERE WILL BE DUPLICATION OF EFFORT AND WITH LIMITED RESOURCES THIS IS UNTENABLE

SUMMARY BACKGROUND ACTIVE AIRWORTHINESS WORKING GROUPS WAY AHEAD

MAWA ROLE MAWA ROLE IS TO COORDINATE AND MANAGE THE MAWA SHALL DEVELOP EUROPEAN MILITARY AIRWORTHINESS REQUIREMENTS (EMARS) REGULATORY STRUCTURE ADDRESSING THE PECULIAR SPECIFICITY OF THE MILITARY WORLD AIRWORTHINESS AUTHORITY MUST REMAIN WITH NATIONS (EDA HAS NO AUTHORITY FOR AIRWORTHINESS) ANY AGREED WORK PACKAGES WOULD NEED TO BE STAFFED BY NATIONS THE MAWA IS COLLECTING AND EVALUATING THE “CORE REGULATORY FRAMEWORK” ALREADY DEVELOPED BY THE ACTIVE OFFICIAL WGs DUPLICATION OF EFFORT MUST BE AVOIDED “AS CIVIL AS POSSIBLE AS MILITARY AS NECESSARY”, NOT FORGETTING THAT THE MILITARY WORLD IS DIFFERENT

WHAT’S VALUABLE ON THE TABLE? MIL-HDBK-516B Def Std 00-970 MIL-HDBK-516B (Airworthiness Certification Criteria) DEF STD 00-970 Design and Airworthiness Requirements for Service Aircraft “JOINT SERVICE SPECIFICATION GUIDES” (JSSGs) AER.P-2 “Qualification of military aircraft and pertaining systems (SAFETY TARGET APPROACH) “ EASA Certification Specifications

CERTIFICATION=FIT FOR FLIGHT QUALIFICATION= FIT FOR PURPOSE CERTIFICATION or QUALIFICATION? CERTIFICATION=FIT FOR FLIGHT QUALIFICATION= FIT FOR PURPOSE Some Nations just issue a Military Type Certificate assessing the DESIGN AIRWORTHINESS IT issue a Military Type Qualification Certificate assessing compliance with the full set of airworthiness and performance requirements in the Tech Spec: so assessing airworthiness is just a part of the full QUALIFICATION process. Starting from the Aircraft Spec of pure military aircrafts (e.g. fighters), it is not always easy to clearly separate those requirements concerning airworthiness from the others. THE TYPE CERTIFICATION, AS AN AIRWORTHINESS ASSESSMENT, IS AN INTERMEDIATE STEP TO A FINAL MILITARY AIRCRAFT QUALIFICATION STARTING FROM THE AIRCRAFT SPEC OF PURE MILITARY AIRCRAFTS (E.G. FIGHTERS), IT IS NOT ALWAYS EASY TO CLEARLY SEPARATE THOSE REQUIREMENTS CONCERNING AIRWORTHINESS FROM THE OTHERS.

BOTH STANDARDS MUST BE COMPATIBLE CERTIFICATION or QUALIFICATION? PERF+AW AW 1st: issue MTC 2nd: issue MTQC PERFORMANCE ORIENTED TECH SPECH AIRWORTHINESS BASIS Two types of requirements We need to fix two standard AW Basis MIL HDBK 516, sc …stanag… Performaces : JSSg 2001 JSSG 2001 MIL-HDBK-516 BOTH STANDARDS MUST BE COMPATIBLE

WHAT ARE THE MILITARY AIRWORTHINESS AUTHORITIES NEEDS? MILITARY REGULATE AIRWORTHINESS AND PERFORMANCES BY CONTRACT THE DEFINITION OF UNAMBIGUOUS-COMPLETE-FEASABLE TECHNICAL SPECIFICATION CAN LEAD TO A SUCCESSFUL PROCUREMENT PROCESS MAWA NEEDS A FULL SET OF HARMONIZED SPECIFICATION GUIDES: ASSURING FULL A/C VS SYSTEMS REQUIREMENTS TRACEABILITY (TOP=>DOWN AND DOWN=>TOP) AND FULL HARMONIZATION OF A/C AND SYSTEMS REQUIREMENTS PROVIDING 100% FLEXIBILITY IN DEFINING QUANTITATIVE VALUES FOR EACH REQUIREMENT UPDATED TO MILITARY AEROSPACE INDUSTRY STATE OF THE ART PROVIDE BEST PRACTICE IN REDUCING MILITARY PROCUREMENT TECHNICAL RISKS IT MAKES SENSE USING JSSGS FOR THE FUTURE EU MILITARY AUTHORITY (JARS STARTING POINT WAS FARS THEN THEY TOOK AUTONOMY AND NOW THEY ARE EVEN BETTER). IT IS NOT WORTH SPENDING MONEY TO DO WHAT ALREADY EXISTS AND DEMONSTRATES TO WORK. JSSG THEY PROVIDE THE RESULT OF HARMONIZATION EFFORTS AMONG US SERVICES THEY PROVIDE A GREAT COLLECTION OF TECHNICAL EXPERIENCES IN PROCUREMENT AND VERIFICATION ACTIVITIES
