3 Background & Justification Background & Justification China has a wide range of areas and regions with large population and lacks access to information, training, education and lifelong learning. On the personal front, financial security is more associated with employability. People have to be skilled to have a job or have to be skilled to keep a job. National strength growing depends on personal abilities together. At the opening international marketplace, labor force should have the quality, or skills, up to international standard. The high quality of labor force is first of all in the personal interest and after all in the business interest and national interest. Trade unions’ sponsorship and/or involvement in network of employment service and improving the quality of labor force in China serves and benefits both union members and their employers.

4 Target Group 31 provincial federations are the target group and, at the same time, they will be the partners for the implementation because they are asked afterwards to promote reading rooms for their affiliated enterprise-based unions Enterprise-based unions are also the target group and they are expected to organize & manage reading rooms. An authorized company (the name is unknown) is also the target group and it is expected to purchase and transmit publications to destination.

5 Development Objectives This work-plan will contribute to achieving the following: 1.Building up migrant workers employability and competence 2.Having access to life-long learning opportunities.

6 Immediate Objectives At the end of project, 3600 reading rooms will have been established or re- established and capable of providing the following services: Basic education upgrading for migrant workers with low education level. Access to employment information, knowledge of labor laws, job search skills and international labor standards for migrant workers who want to build up professional careers

7 Key Outputs/Direct Results (1) For Immediate Objective : –3600 reading rooms with education material, training and counseling service for basic education and access to employment related information.

8 Activities (Contd) Activity 1: Provincial unions select newly-built and re-built places for reading room. Activity 2: Submit their plan to Education & Publicity Department of ACFTU (the project executive organization). 9 Activity 3: Both ACFTU and the company sign a contract authorized for purchase and transmitting publications and facilities Activity 4: ACFTU put up the specific catalogue, volumes and transmitting destination, and the company signing contract carry out the task.

Activity 8: Train 3600 librarians.

13 Management of Risks Potential Risk Possible Response Risk 1 Only few provincial federations are willing to participate in or cooperate with the project. ACFTU will clarify the importance of the project on trade union strategy of workers’ right protection and also spend some time for a feasibility study. 14 Monitoring / Reporting / Evaluation Procedures The first report from provincial federations on their plan or activities for reading rooms is to be submitted 2-month after project commencement. Mid-term evaluation by ACFTU of the project’s program ( achievement & difficulties & suggestions for future action)
