3 ANALYSES OF THE PROBLEM  Samoa is not an ILO member. However Samoa will become a member of the ILO very soon (June 2005).  No training on ILS & ILO conventions, ratifications, recommendations & ILO supervisory mechanisms.  No education programmes on the rights of workers  Lack of knowledge with regards to the importance of being an ILO member.

6 LONG – TERM OBJECTIVES The goal & overalls aim of the project are as follows: STUC leaders are fully aware or their responsibilities in raising awareness of their members to respect and understand the fundamental principles of ILO once Samoa is becoming an ILO member. Social dialogue with the tripartite bodies (Government, employers, workers) to discuss their rights and obligations once Samoa is a member of the ILO, to ensure the retention of harmonious relationships between the three parties in which the country has been enjoyed for so many years. 7 IMMEDIATE OBJECTIVES  Since the target group is STUC leaders, I will select 15 STUC leaders to be equipped and gained good knowledge and skills on ILO conventions, ratifications, recommendations & ILO Supervisory mechanisms.

11 INDICATORS OF ACHIEVEMENT These 15 STUC leaders who have been equipped and have gained good and excessive knowledge on ILO conventions, recommendations & ILO supervisory mechanisms will manage to conduct awareness training at their own respective organisations\unions. 14 BACKGROUND The recent realignment of the public sector Ministries, appears to be a positive move by the Public Sector, in realizing Government’s efforts towards the development of the private sector, as the engine of growth. However, it may not solve the problem of violations of workers rights at workplaces, especially the ones in the private sector. Unfortunately,trade unions cannot eliminate such violations due to the following factors\circumstances.
