Overview History and purpose of the 2008 Early Childhood Colorado Framework (Framework) Process for updating the Framework and a summary of changes Orientation to the Framework Examples of how the Framework can be used Conversation

History of the Framework Developed in 2008 Acted as a resource and guide for comprehensive early childhood systems Created a north star; served to bust silos Used by state and local stakeholders as a tool to: o Communicate o Help identify strengths and gaps o Guide planning and decision making

Purpose of the Framework Update Incorporate new research Ensure the Framework reflects the current Colorado context and progress Strengthen partnerships and recommit to a shared vision for early childhood

Framework Update Process The Early Childhood Leadership Commission (ECLC) led the effort to revise the Framework by: –Appointing a Framework Steering Committee to provide oversight and strategic guidance –Researching the latest state and national models –Collecting input from stakeholders and making revisions based on state and local expertise The ECLC endorsed the Framework in July 2015

Process Highlights: By the Numbers 632 stakeholders surveyed 5 focus groups conducted with 79 people 10 national documents used in a literature review 10 statewide stakeholder vetting meetings (Denver, Glenwood Springs, Greeley, Pueblo, Alamosa) plus webinars 4 national expert reviewers

Summary of Changes Represents current best and promising practices Is inclusive of prenatal through third grade and informal care Demonstrates increased integration of system sectors Illustrates child development within the context of family, relationships, environments and systems Defines results of a well-functioning EC system Uses icons and updated color scheme

Success Story: Montelores Early Childhood Council “The 2008 Framework has helped us think strategically about proposed actions in terms of their effects on our goals, mission, and vision. We use it to weigh whether an activity, proposal, strategy, etc. truly fits into the framework. We have recreated the framework to include the work that we do in each of the domains so that even those unfamiliar with council work can visually see how our work truly crosses domains.” - Vangi McCoy, Executive Director, Montelores Early Childhood Council serving Montezuma and Dolores Counties, including the Ute Mountain Ute Reservation
