1.Background 3  recent years witnessed unprecedented increase in demand for statistics in developing countries new focus on managing for development results (MfDR) (nationally & internationally) poverty reduction strategies (PRSs) MDGs other development programmes (sectoral)  new and emerging policy issues – environment and climate change, gender, biofuels, etc.  need “good statistics” – comprehensive, relevant, accurate, consistent & timely to illuminate above issues

2. Challenges  Institutional & organizational lack of clarity about difference between organization & institution tendency to over-emphasize organizational issues institutional issues are as important, “unless they allow and enable organizational improvements to happen, they won’t”  Institutional issues about “wider environment” laws, policies, government commitments, norms and cultures, etc  Organizational issues about “players” structure, people & processes organizations have discrete boundaries, a budget and structures 4

Challenges (cd)  Institutional challenges identity & ownership of agricultural statistics (NSO, MOA, decentralized units?) statistical legislations lack of or inadequate coordination (technical, institutional, organizational) (next slide) lack of integrated systems (piecemeal approach) tendency to use quick fix approaches (data vs. capacity building) statistics not mainstreamed in policy, planning & budget processes inadequate data management inadequate use of existing data 5

Governance at national level  countries are AP’s main beneficiaries  primary responsibility for AP implementation  streamlined governance important because: agricultural statistics still defined in narrow terms – crops & livestock production of agricultural data scattered among different organizations & agencies agricultural statistics is weakest aspect of National Statistical System in most countries agricultural statistics not mainstreamed in NSS 23

 Responsibility: Oversee the development of the National Agricultural Statistical System National Strategy Coordinator  lead agency – MoA or NSO- designate Coordinator  coordinate administrative and technical work  work closely with Regional Strategy Coordinator, national NSDS coordinator, etc. Technical Working Group  about 5 officials, each representing a sub-sector of agric.  assist the NSC 25

5.Conclusion  Governance is essential to support technical components  It is one of the weakest aspects of statistics in many African countries  need to define governance arrangements at all levels (national, continental, international) 26
