Scientific & Technical Complex and Technological Park E.O.PATON ELECTRIC WELDING INSTITUTE New Way and New Opportunities for Cooperation in Technology Transfer Knowledge Economy Forum III From Research to Industry and Markets Dr. Georgy Marynsky March 23-26, Budapest

Institute was founded in 1934 by Prof. Eugeny Paton It made an important contribution to the development of the Soviet Union, Ukraine and CIS countries. Its achievements are widely used in industries: -Ship-building; -Space and aircraft industry; -Arms production; -Gas, oil extraction and transportation; -Transportation systems; -Energy production and transportation; -Many others

WELDING of PIPES and RAILS

WELDING IN SPACE

EQUIPMENT AND TECHNOLOGY FOR ELECTRON-BEAM WELDING

ELECTRON BEAM PHYSICAL VAPOUR DEPOSITION NEW MATERIALS AND COATINGS

Made in Ukraine by Pratt & Whitney-Paton commercial coater (PWI design) at Pratt & Whitney USA facilities

Scientific & Technical Potential Scientific & Technical Potential Over 3000 highly-skilled employees: scientists, R&D engineers, technicians, designers, production engineers and workers. Team includes: 19 members of Ukrainian academy of science, 60 doctors of science and 250 candidates of science. Modern facilities with developed infrastructure for R&D in materials bonding, special electrometallurgy, surfacing and coating, welded structures, materials tests and characterization, pilot and commercial production. 150,000 sq. m. of office, laboratory and production space with developed infrastructure in downtown Kyiv and nearby industrial area.

Reasons for Technopark Emergence Reasons for Technopark Emergence After 1991 Soviet economy collapsed as integrated industrial, manufacturing and consuming complex. New economic environment required redirection of our activities from Soviet to market oriented model in order to: seek new markets; adjust R&D and products to fit the new market requirements better; commercialize production; develop fundraising sources and opportunities. It brought us to the idea of establishing of Ukrainian technoparks.

Provide additional funding for R&D and innovations under circumstances, when there is insufficient funding from the State budget and unfavorable conditions for external sources; Improve efficiency of manufacturing processes; Enhance products to make them appealing to the consumer; Enhance product competitiveness in domestic & world markets. The Main Objectives of the Technoparks

Main Features Ukrainian technoparks work as innovation centers and may attract innovative business from any company in Ukraine (under the priorities directions of the activities). The participants (members) of a Technopark can be companies located on its territory as also ones that work with the Technopark on a project-by-project basis. Stringent government monitoring insures company activities correspond to those at registration.

Ukrainian Legislation for Technoparks Ukrainian Legislation for Technoparks Activities of Ukrainian technoparks are based on special legislation, which provide registered innovative projects with 5 years of beneficial economic conditions: – No tax on profit; – No value added tax; – No tax and duties for export-import operations; – No obligatory sales of foreign currency; – Other important benefits. Taxes not paid to the Government are accumulated in Technopark special accounts or in accounts of other project-executing organizations. These funds must be used for innovations and innovative activities only.

The above-mentioned economic benefits; Well-developed facilities designed for innovations implementation; Technopark-industry link provides innovative ideas and production capacity; Technopark-industry link provides funding for innovation implementation; These joint projects are the short cuts for R&D commercialization where government financial support is minimal. Why Technoparks Attract Industries Why Technoparks Attract Industries

Ukrainian Technopark Model: Pros and Cons + Provides quick fundraising for R&D and innovations + Allows implementation of innovation on a large scale. - Currently it does not provide for direct support of business incubation and small business development.

Example of Innovative Project Modern Technologies and Equipment for Flash Butt Welding of Rails Technology: E.O.Paton Electric Welding Institute Design: Engineering Center for Pressure Welding of the Paton Institute Manufacturing +Funding: JSC Kachovka Plant for Electric Welding Equipment

Example of Innovative Projects Development of the technology for the commercial production of new generation of welding fluxes with use of metallurgical and mining waist materials Composition and technology E.O.Paton Electric Welding Institute Equipment and manufacturing JSC Zaporizhija Plant of Welding Fluxes

Surgical operation performed using welding technology Research system for live tissues welding NEW DEVELOPMENT FROM THE PATON INSTITUTE An Innovative Project: Welding of Live Tissues

Technopark Achievements Members include 36 innovative companies and state- owned, private and joint ventures organizations. It implements 19 projects, connected to production of welding and metallurgical equipment, energy saving equipment, welding consumables, etc. It hosts world-leading companies, such as: – Pratt & Whitney – Motorola – Others

PRATT&WHITNEY-PATON AT E.O.PATON INSTITUTE IN KYIV, UKRAINE

$200 mln of innovative products manufactured and sold $28 mln went for export. $5.5 mln from Technopark special account spent on: R&D, New equipment and processes development, Modern equipment purchase, Infrastructure development Achievements

TECHNOPARK “E.O. PATON ELECTRIC WELDING INSTITUTE” STATE BUDGET BALANCE AS TO THE CURRENT TECHNOPARK PROJECTS

New Project Ideas Hazardous medical waste disposal Problem of destruction and utilization of infected medical wastes (used syringes, gloves, surgery bandages etc.) is relevant for all countries. Need for immediate and localized destruction facilities Paton Institute develops plasma heating with powerful plasmatrones as a solution. Although the Technopark creates new business contacts and attracts some funding, it is not sufficient for such a new innovative project of world-wide importance.

Hazardous medical waste destruction with plasma Provides for: Fast and complete destruction of the waste at extremely high temperature of plasma ( °K) Fully-controllable, environmentally-clean process in closed chamber. Reliable and movable equipment affordable even for small hospitals. Requires: Technical and marketing study Technology and equipment R&D Piloting and testing Practical application and commercialization. FUNDS AND BUSINESS PARTNERS ARE NEEDED.

Future Steps Development of R&D innovative projects, pilot and commercial production in the following areas: Technologies, materials and equipment for welding, coating and processing of the materials, special electrometallurgy and related processes; New materials and structures; Prevention of technical and environmental disasters: diagnostics and monitoring of critical welded structures such as pipelines, bridges, constructions Advanced informative technologies, Development of conditions for incubation of small and medium businesses Broadening of partners’ network
