North Carolina TASC Clinical Series Training Module One: Understanding TASC

North Carolina TASC The mission of the North Carolina TASC Network is to provide care management services to drug- involved and mentally ill offenders. TASC’s objective is to provide quality services to offenders as early in the criminal justice continuum as possible.

TASC TASC combines legal sanctions with treatment matching & supervised community reintegration to interrupt the cycle of: Addiction Criminality Arrest Conviction Incarceration Release Re-arrest

Offender Management Model (OMM) Creates a seamless system of care Clarifies roles in providing control and treatment Reduces the rate of revocation for technical and drug violations Combines efforts to guarantee the effective utilization of limited resources Provides cognitive behavioral interventions Develops an integrated information system Ensures probation, CJPP, DACDP, DOP and TASC staff are trained to implement the OMM

OMM Agreements TASC, probation services, DACDP and CJPP agree to: Develop a unified case/service plan specific to the offender’s needs in order to accomplish mutually agreed upon goals Promote an open exchange of information in accordance with the rules of confidentiality and legal waivers and/or releases of information Abide by and promote the use of the principles of effective interventions with offenders

Operational Elements Clearly defined client eligibility criteria Screening procedures for identification of TASC candidates within the justice system Standard operating procedures for assessment and referral Client-centered care management Objective standards for purchasing services Access to a complete array of services Policies, procedures, and protocols for monitoring drug use through chemical testing Competency with diverse populations

System Coordination Elements Coordination of justice, treatment and other systems Provision of information and cross-training to justice, treatment and other systems Monitoring of and accountability for funding allocation and resource utilization Training on standard clinical operating procedures Standard administrative operating procedures for regional coordinating entities Regional information system networks connected to and accessible by the overseeing state entity Stakeholder buy-in from the highest levels of state and community corrections

Early Intervention Rationale Reaches client at point of greatest need and highest motivation level Provides maximum information to the court, corrections and treatment Saves money, time and resources for corrections, treatment and the courts Increases the likelihood of successful participation in treatment Strengthens client motivation for treatment

Who Does TASC Benefit? Jail – reduces tension, discipline problems and overcrowding Court – provides additional information on defendants, focuses resources and reduces costs Probation – provides additional supervision and assistance in linking clients with treatment

Who Does TASC Benefit? Parole/Post-Release – assures continuity of care following release Community – reduces costs, increases public safety, reduces criminal activity and reduces drug use

Criminal Justice System TASC agrees to provide: Specific points of intervention Timeframes for action on referrals Frequent client contact and progress reports containing objective information Timeframes for notification of client termination, disappearance etc. Criteria for termination from TASC services
