QA/QC Team TPPCC GRIC May 6, 2015

Initial Issue: QA/QC Team Quality Assurance/Quality Control (QA/OC) Inventory Teams - As identified in our February 17, 2011 bi- annual meeting, the Committee has long advocated for uniform standards and criteria for the addition of eligible transportation facilities to the IRR Program inventory. For the last three years, the BIA and FHW A have specifically endorsed the creation of tri-party BIA, FHWA and Tribal Quality Assurance/Quality Control (QA/QC) teams to review IRR Program inventory issues to promote consistent treatment by all12 BIA Regions. Unfortunately, this still has not been implemented. The Committee requests that BIADOT and FHWA take immediate action to implement this recommendation.

Follow Up: Draft Nov 2014 Letter Adopt a Quality Assurance/Quality Control System to ensure uniformity in the classification and management of data in the TTP inventory across Indian Country. For many years, the TTPCC has advocated the creation of a Quality Assurance/Quality Control (QA/QC) system and team to monitor and improve the IRR Program inventory and data submission process. The Committee has in the past provided recommendations concerning such a system, and now requests, again, that the BIA adopts a QA/QC system to ensure uniformity in the classification and management of data in the TTP inventory across Indian Country. [Discussion highlighted the importance of primary access roads in Alaska – needs expansion]

Intent RNDF – 50% CTC: Class Surface Type Length Bid Tabs Ownership – 30% VMT: ADT Length Ownership – 20% POP NAHASDA (AIAN)

Current fiscal year formula uses prior fiscal year AIAN data. Generally known 3-4 months before current FY.

How has this changed or remained the same considering the changes in MAP-21 and the NPRM?
