Model No ACM Bylaws changed; use existing authority of ACM EC SGB policy on when SGB EC will recommend a by-laws change to ACM EC without membership vote –Notice to members without 3% objecting –Set of changes pre-approved by SGB None of this removes the SGB EC discretion on whether a proposed set of by-law changes is advisable

Pre-authorized changes Change between 2-year and 3-year terms (*) Restrictions on term extensions (*) –Disallow for a SIG –Reduce to 1-year –Allow full one-term extension Election of some or all SIG officers at large, without designation of roles (*) –Must have a mechanism for how they will be organized –Must require at least n+1 candidates for n positions at large

Election of some or all SIG officers by specified role (*) –Must require at least 2 candidates for any role Addition or removal of ex officio non-voting members to a SIG executive committee –This would cover not only newsletter editors, webmasters, but also could cover advisory boards, conference chairs Addition of past-chairs as officers of a SIG / voting members of the SIG executive committee

Title changes within a role –E.g., chair, president, etc. Separation or consolidation of roles –E.g., secretary/treasurer vs. separate offices Addition of new elected officers Change of election schedule, but not later than the ACM guidelines (*) Starred changes apply starting with the SIGs next election, not to the currently-elected officers.

Resolutions In the interest of encouraging SIGs to adopt best practices in governance, the SGB enacts a streamlined practice for approving SIG by-law changes: –For specific changes requested by a majority of a SIGs elected officers, pre-authorized by the SGB, and approved by the SGB EC –In lieu of a membership vote, these proposed by-laws will be announced to the membership, and unless 3% of members object … –By-laws will be forwarded directly to the ACM EC for adoption

Resolutions The SGB authorizes streamlined by-law changes for SIGs for the following changes:
