3 What is a three tier state? Three levels exist within the organization: National State Local

4 Texas ENA State Council Composed of: *Texas ENA Board of Directors *Past Texas ENA Presidents with current ENA membership *Two delegates from each local chapter

5 Texas ENA State Council Chapter policy should provide partial or full funding to delegates for participation at state council meetings Each chapter shall consist of no less than five (5) active members

6 What is the Texas State Council tasked to do? State resource for Emergency Nursing State nursing issues State professional liaisons State legislative issues State education programs Local activities Incorporation (tax exempt status as a 501(C) 3 IRS entity)

9 State Council “Board” President President-elect Secretary Secretary-elect(elected even number years) Treasurer Treasurer-elect (elected odd number years) Immediate Past President Parliamentarian (non-voting member) Two Directors

10 State Council President Responsibilities –Serve as Chief Executive Officer of Texas ENA –Coordinate all Texas ENA State Council administrative activities –Appoint committee Chairpersons as needed –To exercise all responsibilities and privileges as an officer of the state council as specified in the Bylaws and Standard Operating Procedures –To perform all duties of President as outline by the state council –Liaison with assigned chapters

11 President-Elect Perform any duties assigned by the President for the state council Succeeds to the office of President at the expiration of the President’s term. In the event the position of President becomes vacant, the President-Elect becomes the President. President-elect position filled according to the state Bylaws. Exercise all responsibilities and privileges as an officer of the state council as specified in the Bylaws and SOPs Perform all duties of President-Elect as outlined by the state council Select committee chair elects for chairs that will become vacant during their presidential year Liaison with assigned chapters Serves as an active member of the Bylaws and SOPs and Resolutions committees

12 Secretary Maintain the membership and attendance rosters of the state council delegates, officers and committees Produce state council business minutes and send to all officers and chapter presidents one week prior to the next scheduled business meeting Maintain state council records to provide for a mechanism to transfer records upon installation of the new state council secretary Perform duties as requested by the President Maintain a copy of the state Bylaws and SOPs Complete and send correspondence in a timely manner Keep an accurate record of chapter representative attendance at the Texas State Council Meetings Liaison with assigned chapters

13 Treasurer Maintain state council financial records in accord with generally accepted accounting procedures Work with the President and President-Elect to present a state council budget proposal annually Maintain state council banking accounts, disbursement thereof, and any other entities under the auspices of the Texas State Council Complete and file the annual tax return with the IRS via a public accounting firm Submit a state council annual financial report for council officers and members review as well as financial reports for scheduled business meetings. The annual state council financial report is to be filed with the national office on or before June 1 st each year. Liaison with assigned chapters

14 Immediate Past President Assist with management of the state council Perform duties as requested by the President Liaison with assigned chapters

15 Director Two year term Assist with management of the state council Perform duties as requested by the President Serve as Fund Raising Chair-elect in the first year as director and Fund Raising Chair in second year as director

16 Parliamentarian Serves as the section authority and consultant to the President on procedural matters Has a working knowledge of parliamentary law and gives opinions based on it Able to gain the confidence of others as may be called on to settle controversial issues Calls attention to any errors in procedure but has not authority to enforce ideas or rulings Serves as an active member of the Bylaws and SOPs committee
