Project Management, Support Functions, and Integration David S. Rhodes Acquisition Integrated Project Team Chair Environmental Management Los Alamos Field Office March 3, 2015

Project Management  Capital asset project planning and execution Will require planning for and execution of future capital asset projects to meet DOE Order 413.3B Support contractor uploads into DOE’s Project Assessment and Reporting System (PARS) II  Operations activity policy and protocol for operations activities Assist DOE in using Integrated Planning, Accountability, and Budgeting System (IPABS) and in budget formulations Support for fiscal work plan development  All planning using an Earned Value Management System (EVMS) whether capital or operations Integration of contractors into EVMS

Support Functions  Support LANL activities requiring EM input to National Nuclear Security Administration programs, such as: Annual environmental surveillance report to Congress Contractor safety metrics and performance measures such as emissions reductions  Support federal activities Federal projects including supporting contractor uploads into PARS II Federally sponsored activities such as Natural Resources Damage Assessment, Los Alamos’ Pueblo Program, grants, etc. Interfaces with LANL for negotiated services including badging to access LANL Utilities, maintenance, and other landlord support functions Network training for computer network access Data and document management Environmental Information Management System (EIMS) and its Intellus public interface and an Electronic Public Reading Room (EPRR) Document control and records

Integration  Provide integration of programs Groundwater monitoring and periodic monitoring reports (PMR) with project data evaluations Surface water and groundwater integration, including hydrogeologic modeling Watershed integration across LANL Permitting for projects  Integration of various contractors DOE interest in logically sequencing contractors and work execution, such as: o Providing Individual Permit for Storm Water (IP) water control berm installation a significant period (a year) before site remediation negates the need for IP controls Safety bases activities must be performed available ahead of time to allow completion of scheduled project activities. Historically, significant time required in implementing safety basis changes Coordination needed among site contractors to avoid impact to mission activities

Highly Dependent on Contracting Approach  Multiple contractors might require more integration  Central integration functions versus distributed integration functions
