CDBG-R 1512 Reporting

What is 1512 Reporting? 1512 refers to a section of the Recovery Act of 2009 that requires certain data be reported on a quarterly basis to the federal government 1512 is regulated at 2 CFR Part 176 The regulation can be found in the CDBG-R Recipients’ Manual

Key Terms Recipient -- the unit of local government that is DCA’s grantee for CDBG-R funds (from HUD’s viewpoint, you are a sub- recipient). Vendor -- organization that: (1) Provides goods and services within normal business operations; (2) Provides similar goods or services to many different purchasers; (3) Operates in a competitive environment; (4) Provides goods or services that are ancillary to the operation of the Federal program; and (5) Is not subject to compliance requirements of the Federal program. In the language or CDBG-R, Regional Commissions, professional consultants, and contractors and subcontractors and their suppliers are vendors.

Deadlines For the Quarterly Reports (minus the three ARRA tabs), the deadlines are as usual, i.e., due 30 days after the end of the quarter For the three ARRA tabs, the deadline is the 15 th of the last month of the quarter More on deadlines later

Data Required for the Job Report Tab Hours Worked are CDBG-R Funded ONLY All types of jobs will be reported here— permanent, temporary, full-time, part-time and seasonal Hours worked is the critical data needed – More details to follow

Data Required for the Job Report Tab DCA reports only FTEs for 1512 If permanent jobs are being created, standard job creation reporting is required under the Quarterly Report Accomplishment tabs as is typical for EIP and other CDBG economic development projects If permanent jobs are being created, 1512 reporting is also required, but the data required is much more limited

Why are permanent jobs reported twice? Standard EIP and ED permanent job creation/retention reporting is fundamentally different from 1512 Reporting

Data Required for the Job Report Tab The following data must be supplied for each Recipient/Vendor that creates or retains jobs due to Recovery Act funding: Vendor name Vendor DUNS number Vendor HQ Zip Code + 4 Period starting and ending dates Hours in the workweek for the Vendor Total hours worked during the period

Important Points for the Job Report Tab Period starting and ending dates – Each quarter will have three periods – Each period will be from beginning of the month till the end of the month for each of the three months of the quarter Hours/Work is specific to the local recipient/vendor Hours Worked is total hours for the period for all types of employees

More on deadlines Since all reporting is done online, information can be updated and corrected at anytime. For the expenditure tab and the jobs tab, deadline for reporting for the full quarter is the 15 th of the 3 rd month— no exceptions.
