Sept 26-27, 2005 Portland OR3 Workgroup History This workgroup started with the goal of determining why consumers have leftover paint, developing strategies to reduce leftover paint, and educating consumers on the reduction of leftover paint.

Sept 26-27, 2005 Portland OR4 MOU Included Two Education Workgroup Projects Leftover Paint Management Guidance for Consumers (In-Store Pilot) Public Education Survey and Analysis

Sept 26-27, 2005 Portland OR5 #1 LEFTOVER PAINT MANAGEMENT GUIDANCE FOR CONSUMERS During the dialogue, the group developed a one-page guidance for consumers on how to manage leftover paint. The guidance has been posted on the NPCA, Earth911, and PSI websites. However, before any large-scale campaign is developed to further disseminate the guidance, this project will test the effectiveness of the message and various communication techniques. This project includes hiring a contractor that specializes in social marketing to develop and implement a pilot project to determine the extent to which consumer behavior can be influenced, and leftover paint reduced, by educating consumers using the Leftover Paint Management Guidance For Consumers. Sept 26-27, 2005 Portland OR6 #2 PUBLIC EDUCATION SURVEY AND ANALYSIS The Education Subgroup will work with the consultant to develop an advanced survey to identify and rank the reasons that people over purchase paint. The survey will be designed to identify differences between consumers and painting contractors that overbuy versus those who buy the right amount. Following the survey, the consultant will recommend educational strategies to reduce leftover paint. Total Cost: $29,360 Funded by NPCA

Sept 26-27, 2005 Portland OR7 Work To Date on the Public Survey  Workgroup convened July 5 th and 18 th  NPCA hired Dr. McKenzie-Mohr and Associates (MMA) to develop, pilot test, and execute the public phone survey  Survey was scheduled to be completed and results analyzed by the end of September, but….Murphy took over…

Sept 26-27, 2005 Portland OR8 Work To Date on the Public Survey (cont.)  Surveyors conducted pilot test of surveys completed August 4th  Survey of Malden, MA began, but…  Malden survey response rate was 3% so we had to pick another City and start over…  Surveyors started the survey over with Portland, ME

Sept 26-27, 2005 Portland OR9 Where Are We Now?  Surveys are expected to be complete September 23 rd  Data entered into data base by Sept. 26 th (today)  Analysis of what the results mean and recommendations on how to proceed expected October 11th

Sept 26-27, 2005 Portland OR10 Proposed Project Next Steps  Survey Project (#1): Get results in mid-October and hold Workgroup call to review and discuss findings and next steps  Pilot Project (#2): Await recommendations to determine if the “Guidance” is appropriate as-is or should be amended and then tested Need funding and retailer if pilot project is still deemed necessary

Sept 26-27, 2005 Portland OR14 Paint Wise - Next Steps  Promote as a reference and landing page for media, the consumer and other stakeholders.  Integrate via I-Frames, Zipcode locator or link into other sites (e.g. Paint.org, government, and manufacturer/retailer websites)  Distribute a press release to major media markets and trade publications promoting the resource and collaborative effort  Distribute a news announcement via Earth 911 newsletter to all state and local agencies

Sept 26-27, 2005 Portland OR18 Next Steps  Decide if PPSI wants to work with PDCA on the Contractor College Curriculum  If yes, which Workgroup is responsible – Education or Markets?  Currently no funding for this project in Education but there is some in Markets – area for group discussion…  Input on Earth 911 Website  Other suggestions for Education?
