PROGRAMME PURPOSE To protect, enhance and maintain environmental quality through legislative and other means in order to give effect to the right of all South Africans to an environment that is not harmful to their health and well-being

THE CONTEXT  National policy approach stresses need for pollution controls, waste minimisation, cleaner production and reduced use of energy and water.  Reinforced by commitments made in MEAs, WSSD outcomes and Millenium Development Goals  Legacy of environmental degradation, inadequate legislation and weak enforcement.

MEDIUM TERM STRATEGIC OBJECTIVES  The potential negative environmental impacts of all significant new developments are mitigated, managed and or controlled  Increased compliance with environmental quality and protection legislation and authorisations  Reduced release of prioritised waste streams into the environment and/or landfills  SA’s international influence in respect of EQP related MEAs is reinforced and maintained

Negative impacts mitigated, managed and controlled  Promulgation of new EIA Regs  Service fees charged for delivery of an effective EIA service  Computerised EIA Register and Database  EIM norms and guidelines and alternative tools in place  Plan for the transfer of landfill permitting from DWAF to DEAT in place

Increased compliance  Fully staffed and resourced enforcement capacity in place  2 High profile enforcement actions initiated  The country’s top 6 polluters identified and prioritised for appropriate action  Compliance monitoring system in place and reports generated regularly

Reduced release of prioritised pollutants into env, landfills  Air Quality Bill passed and implementation plan finalised  Regulations to phase out asbestos promulgated  Thor Clean-up underway  Waste Bill finalised  Buyisa E Bag Co established and new agreements with tyre and glass industries  Waste Info System and draft waste norms and standards finalised after consultation
