3 3 International regulation of chemicals = dismal pace. Example, the asbestos in all its forms, is no fully listed in the Rotterdam Convention. Permanent blocking by individual countries to the ban of the most dangerous substances Ratification of ILO Convention 170. Of the 18 ratifications gotten so far only 5 have occurred since 2006.

4 4 SAICM preparations towards 2020 SAICM has diferencies: 1. It is non- binding 2. Activities broad in approch (300 actions where listed in the GPA) 3.It is multistakeholder: It allows non-state actors to participate

5 5 SAICM preparations towards 2020 “ to achieve, by 2020, that chemicals are used and produced in ways that lead to the minimization of significant adverse effects on human health and the environment, using transparent science- based risk assessment procedures and science -based risk management procedures, taking into account the precautionary approach, as set out in principle 15 of the Rio Declaration on Environment and Development, and support developing countries in strengthening their capacity for the sound management of chemicals and hazardous wastes by providing technical and financial assistance”.

Occupational health and safety chapter: developed harmonized data for recording workplace data in companies / consider legislation to protect the health of workers in all work situations/ develop OHS policies with text on chemical management/ developed and disseminate chemical safety data sheets/ avoid workers exposure / harmonized occupational exposure limits

Prevention policies are not implemented in the workplaces. National legislative frameworks: plan for ILO convention ratification

Much better monitoring on OHS: asses implementation and compliance. Inspectorates have to be strengthen. Concrete targets for highly hazardous pesticides, EDCs, asbestos, nanos, etc…

15 15 5 years to go KNOWLEDGE AND INFORMATION KOWLEDGE AND INFORMATION GOVERNANCE GHS fully implemented globally Ensuring the information reach the workplaces. Emphasis in accessibility in OOG. Call made in the OOG to chemical producers and suppliers to make information to distributors, workers, consumers and users at all levels in the supply chain has to be properly monitored towards 2020.

16 16 SAICM preparations towards 2020 OTHER IMPORTANT ISSUES OF OOG KNOWLEDGE AND INFORMATION KOWLEDGE AND INFORMATION GOVERNANCE Mainstream sound management of chemicals in the sustainable development agenda. –Importance for poverty eradication, health, water quality and food security and safety goals. Introduce full employment and decent work goal.

17 17 SAICM preparations towards 2020 OTHER IMPORTANT ISSUES OF OOG KNOWLEDGE AND INFORMATION KOWLEDGE AND INFORMATION GOVERNANCE Enhance responsibility of stakeholders: promoting and reinforcing commitment and multisectoral engagement –More involvement of ILO national reps / national offices –How to strengthen TU participation / for national and sectoral unions is still difficult. –How to bring more actors.

18 18 SAICM preparations towards 2020 OTHER IMPORTANT ISSUES OF OOG KNOWLEDGE AND INFORMATION KOWLEDGE AND INFORMATION GOVERNANCE Optimizing the use of resources towards achievement of the 2020 goal –It is not about optimizing, more resources are needed –Good pilot projects: time to multiply. It will need a multiplication of resources
