B O N N E V I L L E P O W E R A D M I N I S T R A T I O N RTF Staff Review and Guidance  RTF staff recommendation on the UES estimate: Overall, savings methodology fine for planning UES measure. 10-year lifetime may be unreasonable given that measure can be easily moved and removed; equipment changes over time − 2-3 years may be more reasonable UES estimate currently assumes no removal rate (e.g., due to dissatisfaction); staff suggests adding a non-zero rate of removal Tier 2 IR savings estimate (321 kWh) could be over-stated given that the APS’s in the study recorded when device would have been shut off. − This misses instances when the TV would have been turned back on; however, it would be difficult to estimate this effect. 16

B O N N E V I L L E P O W E R A D M I N I S T R A T I O N RTF Staff Review and Guidance  RTF staff recommendation on research plan: The pre/post methodology is reasonable, given that a control group scenario would be practically difficult to implement. Cautions on sample size: − Current sample size of 185 to sample proposed scenarios (on slide 7). − Invalid sites (see Section 4.2 of Research Plan) could require greater than 185 total metered installations. − Current CV estimate (0.96) based on direct-install studies may be understated for self-installs; therefore greater than 185 sites may be needed to ensure 80/20 confidence and precision. 17
