2 、 Data Publishing （ 1 ） Data can be published on-line or off-line. Off-line publishing is mainly for secret data or great capacity of data. （ 2 ） Institutes or individuals to publish data should submit metadata firstly. CESSDSN will invite experts to evaluate metadata and data to decide if the data will be put on the network to share Policy & Administration of CESSDSN

（ 3 ） When data are submitted to CESSDSN, some supplementary information, such as data format, metadata, documentation, data quality, secret grade, secret period and so on, should be provided at the same time. （ 4 ） CESSDSN would like to publish data for the institutes or individuals which are willing to share their data but don’t have conditions to share through network. Metadata publishing: Only metadata are published, data are not published. Fully publishing: Both data and metadata are published, and can be queried or downloaded freely. CSSSDSN provides trustee service for organizations and individuals who want but have no conditions to publish data and provide data service. User are not allowed to transfer secret data from CESSDSN. Even if they are processed simply, such as unit transformation, storing media changing and so on. Open data that users get from CESSDSN are not allowed to be used for commercial activities. They can be used only inside organization and are not allowed to put on internet.
