Sub Contracting Plan for Contracts Awarded to Large Businesses Large business contracts require subcontracting plan The plan is evaluated against our subcontracting goals Enforced with Individual Subcontracting Reports (ISRs) Subcontracting plan audits We communicate and share opportunities through: FedBizOpps website: (https://www.fbo.gov/) NAVFAC Small Business website: (https://smallbusiness.navfac.navy.mil) Small Business Deputies

NAVFAC Small Business Webpage SB Programs SB Contacts SB Achievements Opportunities MILCON Forecast List NAVFAC Contracts with Large Businesses Long Range Acquisition Forecast SB Directories SDVOSB & WOSB Directory for Contracting Officer/Prime Contractor Market Research process Contract Guidelines Events Calendar https://smallbusiness.navfac.navy.mil Check it Out ! Good Information for YOU

Contractor Past Performance Update Standardized Past Performance Questionnaire (PPQ) Policy for both NAVFAC and USACE Contractor will submit PPQ with their proposal submission Contractor can request client complete form at the end of a project Contractor retains PPQ for future proposal submissions Contractor Performance Assessment System (CPARS) Senior Leadership Attention NAVFAC Backlog significantly reduced

DOD Source Selection Procedures New DOD guidance effective 1 July 2011 Changes to NAVFAC Source Selections that impact you: Standardized Adjectival Ratings for non-cost/price (technical factors) Outstanding, Good, Acceptable, Marginal, Unacceptable Past Performance is a separate non-price/cost factor and receives a confidence assessment rating based on: Evaluation of recent efforts and relevancy to anticipated contract Determination of how well the contractor performed on those recent relevant contracts

Standard NAVFAC Non-Price Factors for Design Build Stand-Alone Contracts Phase I Factor 1 - Technical Approach Factor 2 - Experience Factor 3 - Past Performance MACC Task Orders Factor 1 – Experience (if applicable) Factor 2 – Past Performance Factor 3 – Safety (if applicable) Factor 4 – Technical Solution Factor 5 – Energy & Sustainability Phase II Factor 4 - Safety Factor 5 - Technical Solution Factor 6 - Energy & Sustainability Factor 7 - Small Business

Safety Safety is evaluated in all source selections where applicable (i.e. not professional services) Safety will be a stand alone evaluation factor in the technical proposal Standard language implemented in 2010 for stateside procurements only Includes Experience Modification Rate (EMR) Days Away from Work/Job Restriction/Transfer (DART) Safety Narrative (Limited to 2 Pages)

An Acquisition Perspective We want to maximize competition Specs should not be unduly restrictive Balanced approach—MAC and stand-alone Read the solicitation carefully before responding and submit complete proposals. Understand the contract terms, not just the technical requirements. Contracts are structured to allow availability throughout the Atlantic AOR, but predominately in one region. GCC/GCSC are worldwide—very large contracts—opportunities for subcontracting

Wrap-up Small Business is important to us – WE NEED YOU! Prime and Subcontractor opportunities How can you help us? Watch for opportunities on website Look for mentoring opportunities (SBA, DoD) Do your homework (know who buys what) Safety always on our projects! Be sure you are qualified and responsible prior to submitting a response to a source sought notice or proposal.
