3 Federal Acquisition Service Background The 88 TH Regional Support Command (RSC) has full responsibility for Real Property ownership and Base Operations (BASOPS) within a vast nineteen state area from Ohio west to Washington state. Inherent is the responsibility to ensure the buildings and grounds are properly monitored and maintained to meet the functional, appearance, safety, security and environmental standards of a federal workplace. 3

7 Federal Acquisition Service 7 Reimbursables Travel There is ceiling in place for NTE $202,500 per year ODC’s There is ceiling for ODC in place NTE $1,080,000.00 per year ODC’s are capped at $40,000 per AFOS per year ODC’s have been completed in a similar manner under past contracts. Past ODC examples of purchases are fire extinguisher inspections, backflow testing, repair water heater, purchase salt, snow removal, etc

9 Federal Acquisition Service Evaluation Factors - continued Past Performance: Offerors shall submit past performance information of three (3) “recent and relevant” contracts/task orders with requirements comparable to the solicited task. Recent past performance is defined as contract performance occurring within the last three years. Price: The price portion of the quote will include skill mix, number of hours per labor category, loaded hourly labor rate, travel, and ODC’s. The Government is more concerned with obtaining superior non-price features than with establishing a contract at the lowest overall price to the Government. As non-price factors become more equal price may become more important. Technical Capability is more important than Past Performance. When combined all non-price features are significantly more important than price. 9

10 Federal Acquisition Service ITSS Registration lAll interested offerors must submit their proposal via GSA’s IT Solution Shop (ITSS) web-based order processing system. Proposals will only be received and awarded via ITSS. The webpage link is listed below and the ITSS Help Desk number is 1-877-243-2889. ITSS webpage is https://web.itss.gsa.gov/Login. https://web.itss.gsa.gov/Login In order to access this RFP in ITSS for submission of a proposal, all interested offerors must send the exact individual name and company registered in ITSS via email to michael.giordano@gsa.gov no later than 4:00 pm CST on 21 Jan 2015 THE CONTACT’S NAME MUST BE EXACTLY AS IT APPEARS IN ITSS.michael.giordano@gsa.gov 10

11 Federal Acquisition Service ITSS Registration Vendors will not be able to access this RFP in ITSS without providing this requested information to GSA in advance of the closing date. It’s the interested parties’ responsibility to ensure vendor registration in ITSS, notification of ITSS registration to the GSA POC for this solicitation and submission of the quote is completed before the quote closing date and time. It is the Contractor’s responsibility to confirm receipt, that your company information has been registered through ITSS and the email sent to Michael Giordano was confirmed. The Government will not be held responsible for any late entries into ITSS. The government will not accept proposals by mail, email, or any other submission medium other than ITSS. 11
