2 As we have defined the concept of "Best practices" M ESH PROJECT : P RODUCTION OF A M ANUAL FOR S TATISTICS ON E NERGY C ONSUMPTION IN H OUSEHOLDS “Innovative methodologies, procedures and statistical tools, which have been implemented by some country, and, in the basis of its experience, have proven to be effective for the achievement of the desired target, target that in the context of this research is defined as a set of transparent, detailed and flexible statistics on the energy consumption in households.” Key factors: 1.Innovation and excellence: real contribution of a practice VS. rest of common practices 2.Effectiveness and efficiency: achievement of the objectives, proven success and cost. 3.Transferability: identify transferable practices in a horizontal direction  experience gained by some countries may be transferred to other countries.

5 SELECTION OF BEST PRACTICES: CRITERIA DEFINED FOR THE EXPERIENCES RELATED TO THE APPLICATION OF INTEGRATED APPROACH AND MODELLING METHODS M ESH PROJECT : P RODUCTION OF A M ANUAL FOR S TATISTICS ON E NERGY C ONSUMPTION IN H OUSEHOLDS Due to its specific nature, a more qualitative approach has been articulated. Specifically, one based on the level of relative achievement, that is, comparing experiences, for the following principles:  Empirical contrast: comparison of different sources in order to detect possible deviations, discrepancies and/or contradictions, and as a method for improving the quality of the final data.  Reliability: it involves, on one hand, valid results, and on the other hand, results that represent the population. So, reliability involves existence of mechanisms for securing accomplishment of the initial specifications and detection of possible incongruities or mistakes.  Precision: it refers to the level of fairness with which the statistical information describes the phenomena to be measured.  Comprehensiveness and completeness: treatment of the phenomena applying an integral perspective. In addition to these, in the specific case of the methodology related to modeling, the requirements of the task force 2008 criteria have not been exactly applied due to the different nature of this type of method. These models have been classified into three types regarding the pursued objective. Specifically: A.Models aimed at estimating the energy consumption in the residential sector, taking into account the different types of commodities, end use and appliances. two groups: A.1.Models with a comprehensive perspective, which try to find the energy consumption by every kind of commodities, uses or appliances. A.2. Models considered specific, which make reference to a particular type of commodity or appliance. B.Models aimed at checking and validating data coming from other sources of information. C.Other models with different purposes.
