European Union Some statistics Population in EU: 380 Millions Population in 13 candidate countries: 172 Millions Democratic and relatively rich countries. Persons with special needs: More than 10 % . Ageing population, school drop-out rates > 20 %, too high crime rates and unemployment.

Technology Enhanced Learning (FP6) Objectives in WP2003 1 The objective is to develop open systems and services to improve the efficiency and cost- effectiveness of learning, facilitating transfer and sharing of knowledge and skills, and extending access to new learning opportunities, independent of time, place and pace.
