Contents –Background –Changing Minds Changing Mines –Results of the Project –The Culture Transformation Framework –Conclusions –Way Forward 2

Occupational Safety – Fatalities and Injuries – Milestones Industry Target: Zero rate of fatalities and injuries In the Gold Sector: By 2013, achieve safety performance levels equivalent to at least current international benchmarks for underground metalliferous mines In the Platinum, Coal and Other Sectors: By 2013, achieve constant and continuous improvement equivalent to at least current international benchmarks Occupational Health – Milestones Industry Target: Elimination of Silicosis By December 2008, 95% of all exposure measurement results will be below the occupational exposure limit for respirable crystalline silica of 0.1mg/m3 (these results are individual readings and not average results) After December 2013, using present diagnostic techniques, no new cases of silicosis will occur amongst previously unexposed individuals (Previously unexposed individuals = individuals unexposed prior to 2008, i.e. equivalent to a new person entering the industry in 2008) Industry target: Elimination of Noise Induced Hearing Loss (NIHL) After December 2008, the hearing conservation programme implemented by the industry must ensure that there is no deterioration in hearing greater that 10% amongst occupationally exposed individuals By December 2013, the total noise emitted by all equipment installed in any workplace must not exceed a sound pressure level of 110dB(A) at any location in that workplace (includes individual pieces of equipment) Health and Safety Yardstick

Occupational Safety Industry Target: Zero rate of fatalities and injuries Occupational Health Industry Target: Elimination of Silicosis Industry target: Elimination of Noise Induced Hearing Loss (NIHL) Health and Safety Yardstick ZERO HARM

Our track record - Safety

Prior to 2003 milestones, focus was on safety Respirable related deaths approx 80% Safety vs. Health

The road to ZERO HARM Attaining ZERO HARM is a journey Long Windy Very bumpy SAMI has achieved major successes but the challenge is ever-constant.

Health and Safety Culture Implement culture transformation framework Improve tripartite relations Ensure implementation of summit commitments 11 Learning industry Establish Centre of Excellence for research, research implementation and capacity- building focusing on: Improve OHS capacity Reduce illiteracy in the mining sector Increase scarce skills that are critical to OHS Improve monitoring of occupation diseases Healthy and Safe Workplaces Eliminate Silicosis Eliminate NIHL Eliminate falls of Ground Eliminate transport and machinery accidents Improve lifestyle of mine workers Integrate and simplify compensation system MHSC Initiatives- OHS Summit

Health and Safety Culture Implement culture transformation framework 12 MHSC Initiatives- OHS Summit Over the years, MHSC focus has been to control workplace risks through technical aspects or the design of systems and controls. MHSC undertook the project Changing Minds, Changing Mines to develop a framework into making a revolutionary change towards attaining zero harm in the sector.

Over 3000 respondents Range of Commodities, Mining methods Provinces Size of Mines Stakeholders Developing the Framework

How important is OHS at your workplace? Respondents commented against 3 statements Q 26. Everyone works safely here Q 28. The people I work with take OHS seriously Q 14. OHS has priority even when busy 76% agreed 60% take OHS seriously 82% of respondents said that OHS takes priority even when busy

How important is OHS at your workplace? In the previous slide If 76% agreed that everyone works safely 82% said that OHS takes priority even when busy Why then do we have this situation that 30% of respondents said that taking shortcuts is common occurrence OHS gets sidestepped 30% take shortcuts 46% OHS sidestepped

What are the issues at the workplace? Respondents commented against 3 statements Q 30. if someone hurt at work they are not blamed Q 32. if you make a mistake you are not blamed 40% said they are 43% are blamed for mistakes
