Smart Meter Texas Update 1.Points of reference include three major releases: I.Release 1 – January 31, 2010 Infrastructure Release with Data Repository, FTPS, and APIs March 15, 2010 Go Live” launch of the Smart Meter Texas Online Portal on II.Release 2 - Summer Enhanced and New Functionality Mid August III.Release 3 - Fall / Winter 2.The personal service assisted registration process is still available for interested REPs. Contact Jenina Smith at to obtain a registration packet with all the registration details. Self service registration will be implemented this summer. However, personal assistance will continue as self service goes 3.SMT Summer Release is now 90% through TDSP UAT testing. The target for go live is mid August. 4.The AMIT and the Smart Meter Texas team are schedule to begin work sessions next month in Austin to define the scope and design of functionality for the next SMT Release 3. These design work sessions are scheduled on the PUCT calendar starting in August and go through September this year. 5.One-on-One sessions with Third Parties for gathering requirements for Release 3 begin this week and go through August 27. 3

Release 1 Smart Meter Texas Online Portal Update Release 1 Statistics (after 4 months / 122 days) – 1,442,470 AMS meters Oncor – 1,045,961 CenterPoint – 333,923 AEP Central – 41,634 AEP North – 3,332 residential users have created accounts – 4 TDSP entities created and registered successfully on SMT portal – 70 TDSP users created – 28 REP entities created and registered successfully on SMT portal – 335 REP users created – 30 NRC (Commercial) entities created – 117 HAN devices successfully provisioned Usage for June 1 – 30 (Will update for July 1 – 31 next status report) – 300 to 450 logins per day at 2385 per week – 1042 views of the flash demo in June 4

REP SMT FTPS and API Integration Process One-on-one SMT Integration Process – Contact Jenina for insertion into process flow – Provide Jenina with requested information – SMT FTPS integration process central point of contact at IBM that will work with you – Will receive one-on-one assistance, s, calls, Q and A and private FTPS integration session scheduling to meet your personal schedule 6

Current Status of REP Integration Process 61 REP accounts successfully created in SMT production FTPS 64 REPS successfully integrated into SMT testing FTPS 69 REPS at some stage of FTPS integration process API integration process – 3 REPS completely integrated with testing API environment – 4 REPS in process of testing API integration – 7 more REPS showing interest in API interface 7

Summer Release Functionality Implementation of self service registration for NRC (commercial) and REPs Capability to view meter attributes and meter capabilities Capability to view premise attributes Ability to retrieve monthly billed usage data Capability for customers to provisioning and de-provisioning HAN devices Ability for customers to view HAN device details and device history Provide automated reporting of Smart Meter Texas portal statistics i.e.. User counts, entity counts, HAN device counts, etc.. Capability for re-branding Smart Meter Texas portal for REPs Provide support for regulatory user and regulatory admin roles Provide support for supplemental parties (i.e. friends or family members) 8

Summer Release Market Notice Information 9 COMING SOON: Release 2 of Smart Meter Texas This is advanced notice that the Smart Meter Texas Consortium is planning for Release 2 of the Smart Meter Texas Portal. The migration will require an outage lasting about 12 hours and starting on a Saturday evening near 9:00 p.m. Please review below the list of SMT services that will and will not be available. UNAVAILABLE Users will not be able to login to the Portal User Interface. However, after migration, the users will be able to perform business operations in the UI with their previous user credentials Machine-to -machine (API) communications which invoke the web services via DataPower will be down during the migration AVAILABLE The interval & daily read LSE file postings to the REP FTPS site will continue to operate with no impact during the migration. REPs shall be able to login to their FTPS site and download the files throughout the migration window. The REPs should not expect a delay in their data to the FTPS site. We will follow up soon with a communication indicating the exact date for migration.

Fall Design Approach Third Parties Please Contact Jenina if Interested - July 28 – August 27 upon request one on one requirements design workshops with Third Parties to understand individual requirements to ensure that Release 3 framework for HAN and third parties as well as other functionality will support future needs. August – September – AMIT Fall functionality requirements and design sessions for M3s. – Parallel AMIT HAN functionality design discussions as appropriate to support Fall third party and other functions. – Market change request review, design, approval 10
