AgTech Committee Agricultural Research Projects Request for Direction by the Study Agency San Joaquin Valleywide Air Pollution Study Agency

Continue Partnership Approach Policy Committee / Study Agency provides recognized coordination and has established representation for major sponsors Government and industry partnership Provides sound scientific research basis Supports research for regulatory decisions Committee based consensus approach

Continue CRPAQS Ag Research and CCOS CEC partnership CRPAQS funded unpaved road studies and USDA funded agricultural emissions research CCOS established CEC partnership to conduct air pollution research beneficial to energy efficiency and assessment of energy production impacts Agricultural research will be a unified approach building on both CRPAQS and CCOS by evaluating particulates and ozone precursors, energy efficiency and renewable resources

Potential Study Sponsors Federal Government EPA, USDA – CSREES and other grants, State Government ARB – current projects, CEC – strong potential for multi-million dollar funding Local Government SJVUAPCD – direct projects and Study Agency contributions Private Sector University Research Programs, Utilities – supporting CEC grant request, Agriculture Cooperative State Research, Education, and Extension Service

Proposed Program Development Process AgTech Committee will consult with Universities and Agricultural Experts to define the research program Program design will be refined in consultation with CCOS and CRPAQS Technical Committees and sponsors Program will be submitted to Policy Committee and Study Agency for design approval, fundraising and permission to proceed Contract support through existing Study Agency administration and external grant processes

Ag Research Program Currently in scoping and development, open for guidance, early elements will address dairies and Conservation Management Practices* Expected to be multi-year, multi-million in cost, independent peer approvable research to address pollutants and precursors Priorities must include pollutant standards attainment and energy related issues suitable for CEC support *Conservation Management Practice (CMP): an activity or procedure that reduces air pollutants normally emitted by, or associated with, an agricultural activity.

Research Should Begin Now Several years will be needed to evaluate and develop new controls for the additional reductions needed for PM2.5 and 8-hour ozone attainment Researching new types of sources or controls is an investigate process. As with the Winter Methods project of CRPAQS, we may have to conduct preliminary tests to develop improved methods before conducting measurements to quantify emissions or reductions

Requested Consent Actions Approve development of air pollution research efforts focused on reducing agricultural emissions to be administered by Policy Committee / Study Agency Authorize the AgTech Committee to continue development of agricultural research projects and authorize AgTech / PC effort to seek CEC funding
