A Total Force of quality soldiers and civilians: A values-based organization An integral part of the Joint Team Equipped with the most modern weapons and equipment the Country can provide Able to respond to our Nation's needs Changing to meet challenges of today... tomorrow... and the 21st Century. Army Materiel Command Strategic Vision The leader in equipping and sustaining America's Army through superior technology and responsive support assuring worldwide power projection and decisive victory. Tank-automotive & Armaments COMmand To make the technology and sustainment systems work for soldiers through the seamless integration of S&T, R&D, Acquisition, Log Sustainment and Soldier Readiness. To create a business environment at TACOM where every associate understands the requirement to control costs and manage from the customer perspective and understands their inherent responsibility to do so.

Vision For The Future Business Environment In TACOM A fully integrated business environment connected by a fully integrated data environment using commercial business processes to integrate business operations within each organization, across major Commands, across Services, across DoD and across Industry. A corporate management structure for which the organizing principle is multi-functional work teams to institutionalize the concept of integrated process teams; a highly decentralized structure which uses the integrated data environment to link desk top “servers” to facilitate the transformation of data into actionable information to enable more efficient, fully integrated business operations at reduced cost.

Public-Private Partnerships at ARDEC What we done so far: –ARDEC is participating in the Army’s existing Asset Management Initiative program; Have an existing agreement (approved by Congress) to lease 77,000 sq ft through Roy F. Weston for commercial use as labs, light manufacturing administrative, and educational/training facilities; –Partnering with 7 state and local agencies to investigate the feasibility of establishing a mission related High Tech R&D Park at Picatinny; –Entered into numerous PPP agreements to date utilizing CRADAs, Permits, Easements, Test Agreements, leases, etc..

CRADA - Cooperative Research and Development Agreement CRADAs are flexible, non-procurement agreements that allow public and private sector companies to perform R & D with Federal laboratories by contributing funds, personnel, equipment, services, or intellectual property to the effort. Very little paperwork is involved, and there is no advertisement or competitive award requirements. Because CRADAs are not procurement actions, the Government cannot contribute funds to the effort but can provide personnel, equipment, services and intellectual property to it’s CRADA partner.

What’s the Benefit? Enhances TACOM-ARDEC’s capability by having mission related industry and academe partners on-site to: –Expedite the fielding of armaments in development, –Facilitate technology transfer and commercialization –Reduce life cycle costs –Foster educational development of workforce Revenues/in-kind services can be used to: –Supplement under-funded accounts for maintenance, repair and environmental remediation; –Construct new facilities Stimulates local employment opportunities and economic growth.

Why it works at ARDEC –Valuable Technological and Scientific Expertise that’s a benefit to all parties –Unique hi-tech facilities, Q/D arcs, “leap-ahead” manufacturing prototyping capabilities and equipment that is attractive to partners –Ideal location with underutilized infrastructure –Strong support of local, county and state government, as well as the business community –Significant interest shown by Industry, Academe and OGAs POC: Dave Banashefski - (973)
