DAR PROGRAM WHAT THE DAR PROGRAM IS NOT? Not a funded program Not a source of funding WHAT THE DAR PROGRAM IS? A process for validating a public highway requirement meets defense needs using quantifiable criteria that allows a Military Department to justify defense funding A way for DoD to fix immediate off-base transportation requirements based on mission requirements

PURPOSE DAR Program The DAR Program provides DoD the means to pay its share for public highway improvements resulting from sudden or unusual defense- generated impacts

BACKGROUND and AUTHORITYAuthority 23 USC USC 210 – SECDOT auth to spend defense funds on public highways certified important to national defense DAR Program is 70+ years old SDDC, in cooperation with FHWA, manage program for all DoD DAR Program only provides maintenance of roadways for the Air Force Minuteman Program to assure safe operation managing the missile program
