2 Issue  With rising material and construction costs and declining funding it is essential that ODOT’s Highway construction and maintenance programs ensure that all available dollars are directed to activities and projects which optimize the Highway System condition as a whole.

3 1R Technical Bulletin

4 1R Program Components  Annual bucket for preservation projects requiring only a single lift of paving.  Anticipated savings from developing projects under 1R standards (currently set at $7M/year) would be used to address substandard priority safety features.

5 1R Projects  Address pavement feature only  Adversely impacted safety features need to be addressed like raising a guardrail to accommodate an overlay.  Safety features addressed through separate program based on priority needs.

21 Benefits of a 1R Program  Provides opportunity to plan and deliver projects strategically.  Allows more timely development of single lift preservation projects.  Simplifies project delivery – only impacted features are addressed.
