Reducing Emissions from Existing Diesel Engines (AKA Retrofit) STAPPA/ ALAPCO May 7, 2002 Pam Jones Coeur D’Alene, Idaho Diesel Technology Forum

Diesel Technology Forum: Leaders from All Sectors  Engine Makers  Fuel System/Component Suppliers  Fuel Refiners  After-treatment Suppliers  Original Equipment Manufacturers

Leaders in Promoting Clean Diesel Technology

Why Emissions Upgrades?  New engine technology only affects a fraction of the fleet  Voluntary action can address the fleet of engines in-use  Inherent value of diesel technology

Contribution of Diesel To Key Activities

Efficiency of U.S. Transportation 1.2 Million Additional Diesel Trucks

Modernizing and Upgrading: The 5 R’s  Retrofit –new emissions control devices on existing engines. (CRTs)  Refuel – cleaner diesel fuel, emulsions/additives (ULSD)  Rebuild – repair/upgrade key components or ECM programming  Replace – vehicle/equipment condition < value of new engine.  Repower – newer engine in existing equip. or chassis

Clean Diesel System Emissions Treatment Clean Diesel System Advanced Engine Technology Cleaner Diesel Fuels Ultra low Sulfur Diesel Fuel produces lower emissions and enable advanced emissions treatment systems (catalysts and filters) Particulate filters, oxidation catalysts reduce emissions of ozone-forming compounds (NOx and VOCs), trap and eliminate fine particles Advanced engine electronic combustion control, fuel injection systems, and turbochargers optimize performance and low-emissions

Modernizing and Upgrading Existing Diesel Engines  “ Technology Buffet” Many choices emerging – traps, filters, catalysts, fuels, additives, devices.  What makes the most sense for the application? 2002 trap on a 1975 engine?

Retrofit: What works? Not all technologies work on all engines  Verify – performance, effectiveness  Educate – stakeholders, users, regulators and legislators  Implement – incentives  Evaluate performance, calibrate/adjust, communicate success and failures

Forum Retrofit Objectives  Demonstrate  successful voluntary diesel emissions reduction programs  that diesel technology is a big part of the solution to future mobile source pollution and energy conservation objectives  Communicate the capabilities of diesel to fleet operators, regulators, government officials and opinion leaders  Ensure technology compatibility, optimum product performance and emissions reductions

Forum Activities  State Smoke Enforcement Initiative  EPA Voluntary Retrofit Program  CARB Retrofit Advisory Committee  Seattle Diesel Solutions Program  Sacto. AQMD Adopt-A-Bus Program

Forum’s Liaison Role  Helping to identify fleets that are good candidates for retrofit  Helping coordinate the provision of technical guidance to the target fleets to ensure that the right engines are selected for retrofit, and that retrofits are performed properly  Maintaining a web-based retrofit resource  Ensuring that new diesel retrofit technology is accepted by the EPA and States  Ensuring that emissions benefits are maximized for the benefit of participants and state compliance

Our Advice to “Users”  Do your homework– know your equipment, the $$$, capabilities, rationale.  Make good choices –which option works best in your fleet/business– get the resources– dealers and manufacturers, suppliers EPA, DTF.  Get the right “Technical Fit” – performance, maintenance, reliability (government, suppliers and users).  Measure & Communicate your progress -- Share experiences

What will make Retrofit a Success?  Technical exploration and investment  “Easy” integration of technology with existing engines  Funding and marketing  Understanding the target audience of users

Onward !  Check our website for information:  Consider smoke testing legislation  Identify and work with regional leaders on a cooperative retrofit effort  Work with legislators on retrofit funding  Communicate with stakeholders  Use the Diesel Technology Forum as a sounding board for program ideas
