Unmasterful Plan? MISSION UNRECOGNIZABLE? KALE BRADEN KIM HARRELL DAVID MORSE CYNTHIA NAPOLI-ABELLA REISS STEPHANIE DUMONT, FACILITATOR

 Offer academic & vocational instruction at the lower division level for younger, older, and reentry students  Offer instruction through but not beyond the second year of college California Education Code Section (a) CCC PRIMARY MISSION

o Remedial instruction o ESL instruction o Adult non-credit instruction in areas of state’s interest o Advance California’s economic growth and global competitiveness through education, training, and services that contribute to workforce improvement o Community service courses as long as the institution can meet its primary objectives California Education Code Section (a) SECONDARY CHARGE

BUDGET VS. ACCOUNTABILITY

Decreased course offerings at CCCs  Time to degree impacted  Access for new students limited Impacted CSU’s & UC’s  Transfer acceptance rates declining  Students taking “extra” units in waiting mode Reduced services for students  Students unable to access counseling  Students unable to generate meaningful education plans IMPACT OF THE BUDGET CRISIS

Large percentage of underprepared students  Basic skills course offerings insufficient  Poor progression through basic skills courses Increased demands for skilled workers  Insufficient CTE courses offerings to meet demand IMPACT OF THE BUDGET CRISIS

Cutting basic skills courses Cutting “recreational” courses Revising repetition and repeatability regulations Student Success Act Looming performance based funding Converting credit courses to community service offerings Penalties for students failing to progress Catering to the most successful (often most prepared) students IMPACT OF ACCOUNTABILITY

 Differentiated functions of U.C., C.S.U. & C.C.C. segments  California Community Colleges  Mission - previously defined  Board of Governors – separate from UC Regents & Board of Trustees  Access – Any student who can benefit  Fees – tuition free for residents  Transfer -  1 CCC student/ 2 CSU or UC freshman  Eligible transfer students given priority over freshman MASTER PLAN FOR HIGHER EDUCATION

What should we prioritize? Should our mission remain unchanged? Is it time for a new plan? What should the future or our system look like? DO YOU RECOGNIZE OUR MISSION/PLAN?
