Title X McKinney-Vento Education for Homeless Children and Youth Program Request for Proposal (RFP) Webinar May 28, 2015

This webinar is designed to present an overview of the McKinney-Vento Homeless Education Program and provide assistance in the completion of the McKinney-Vento Education for Homeless Children and Youth Grant Request for Proposal. INTRODUCTION

 The McKinney-Vento program is designed to address the problems that students experiencing homelessness face in enrolling, attending, and succeeding in school.  The Mississippi Department of Education (MDE) must ensure that each homeless child and youth has equal access to the same free, appropriate public education, including a public preschool education, as other children and youth.  MDE and local districts are required to undertake steps to revise laws, regulations, practices, or policies that may act as barriers to the enrollment, attendance, or success in school of homeless children and youth.  Schools first and foremost are educational agencies  The school’s primary responsibility and goal is to enroll and educate, in accordance with the McKinney-Vento Act (federal); federal law supersedes state and local law  Schools do not need to understand and/or agree with all aspects of a student’s home life to educate him/her THE SCHOOL’S CHARGE

YOUR APPLICATION’S PLAN SHOULD:  Reflect program improvements  Be data driven  Contain measurable goals and objectives  Show program effectiveness  Contain a program evaluation component FY15 PROPOSAL INSTRUCTIONS

 Complete the proposal package (pages 7-20), which will become part of the final grant agreement. Proposals submitted in any format other than this Request for Proposal will not be accepted;  Failure to complete the proposal package as instructed shall remove the proposal from consideration; FY15 PROPOSAL INSTRUCTIONS (cont.)

 The proposal along with the signed grant assurances must be submitted to the address on Slide 17 on or before 3:30 p.m. Tuesday, June 30, Failure to submit the proposal by the deadline shall remove the proposal from consideration;  Late proposals will not be accepted; FY15 PROPOSAL INSTRUCTIONS (cont.)

 One original of the written application and an electronic copy saved to a CD or USB FLASH DRIVE in a "read only" PDF format must be received on or before the deadline. The CD or USB FLASH DRIVE must be clearly labeled to indicate the district name, application name, and the due date of the application. FY15 PROPOSAL INSTRUCTIONS (cont.)

 By submitting the CD or USB FLASH DRIVE, the district is assuring that the information contained in the original and the electronic version are one in the same and the MDE may use either for evaluation purposes; FY15 PROPOSAL INSTRUCTIONS (cont.)

Evaluation of proposals will be based upon the following criteria:  Local McKinney-Vento Homeless Needs Assessment;  Program Goals and Objectives;  Collaboration and Coordination of the Program with Local Schools and Community Organizations;  Dispute Resolution Policy and Procedures;  Description of Services;  Program Effectiveness and Evaluation;  Standards and Indicators; and  Budget Summary/Narrative. SELECTION CRITERIA

Needs of Local Educational Agency  Provide a needs assessment  Include the number of homeless children and youth enrolled in preschool, elementary, and secondary schools during school year  Describe the procedures that the district has in place or will develop to identify and serve homeless children and youth SELECTION CRITERIA (cont.)

Needs of Local Educational Agency  Describe in detail the need for this project in your community, addressing these, but not limited to, the following elements:  Data relative to school children and families such as rates of homelessness, levels of poverty, illiteracy, unemployment, Limited English proficiency or other need-related indicators  Compare to state and national data  Educational barriers or needs that this project will address SELECTION CRITERIA (cont.)

Program Goals and Objectives  Describe in detail your program’s measurable goals and objectives.  Address how the program’s objectives will assist homeless children overcome educational barriers and/or meet their educational needs?  Address the ten national quality indicators (See pages 26-32) in relations to the goals and objectives of your program.  Address summer school and professional development SELECTION CRITERIA (cont.)

Collaboration/Coordination  Describe how you will collaborate and coordinate the implementation of the project with local schools, Head Start, Migrant, shelter(s), etc. SELECTION CRITERIA (cont.)

Dispute Resolution Procedures  Describe the dispute resolution plan  Include the procedure for notifying parents of their right to appeal decisions  Include a sample of the dispute resolution form or a letter and procedures. SELECTION CRITERIA (cont.)

Description of Services Provide a description of the services that will be part of the program plan to accomplish the needs assessment, goals, and objectives, which include the following authorized activities: SELECTION CRITERIA (cont.)

Description of Services  The provision of tutoring, supplemental instruction, and enriched educational services  The provision of expedited evaluations of the strengths and needs of homeless children and youth  Professional development and other activities for educators and pupil services personnel  An amount must be reserved for participation in the national, state, or regional trainings SELECTION CRITERIA (cont.)

Description of Services  The provision of referral services to homeless children and youth for medical, dental, mental, and other health services  The provision of assistance to defray the excess cost of transportation  The provision of developmentally appropriate early childhood education programs, not otherwise provided through federal, state, or local funding, for preschool-aged homeless children SELECTION CRITERIA (cont.)

Description of Services  The provision of services and assistance to attract, engage, and retain homeless children and youth, and unaccompanied youth, in public school programs and services provided to non-homeless children and youth  The provision of before- and after-school mentoring and summer programs SELECTION CRITERIA (cont.)

Description of Services  The payment of fees and other costs associated with tracking, obtaining, and transferring records  The provision of education and training to the parents of homeless children and youth about the rights of, and resources available to, such children and youth  The provision of pupil services (including violence prevention counseling) and referrals for such services SELECTION CRITERIA (cont.)

Description of Services  Activities to address the particular needs of homeless children and youth that may arise from domestic violence  The adaptation of space and purchase of supplies for any non- school facilities made available under subsection 722(a)(2) to provide services under this subsection SELECTION CRITERIA (cont.)

Description of Services  The provision of school supplies, including those supplies to be distributed at shelters or temporary housing facilities, or other appropriate locations  The provision of other extraordinary or emergency assistance needed to enable homeless children and youth to attend school SELECTION CRITERIA (cont.)

Program Effectiveness/Evaluation  Provide a description of strategies and activities for assessing progress toward achieving program objectives and generating information to guide program improvement. Include supporting data.  Provide a description of sufficient staff time and other resources to be utilized for program evaluation activities. SELECTION CRITERIA (cont.)

Budget Summary/ Narrative  The budget items shall directly be related to proposed activities and effectively accomplish the intended objectives of the program  The budget items shall be reasonable, allowable, and reflect efficient use of program funds  An amount must be budgeted for professional development SELECTION CRITERIA (cont.)
