1 NCLB Monitoring Overview Part 1 - Questions

2 Objectives  To provide clearer understanding of the monitoring process  To provide further guidance regarding the question section of desk monitoring

3 Q1 Describe and include evidence of how the SAU affords reasonable opportunity for public comment on the NCLB Consolidated application and considers such comment prior to submission of the application. How does the SAU allow for public comment?  Board agenda with NLCB Application documented  Board meeting minutes  Newspaper notification  School newsletters etc.

4 Q2 Describe the process the SAU uses to assist the SAU in identifying migrant children upon enrollment?  How does the SAU assist in the identification of migrant children?  Narrative should include:  When the Migrant survey is provided  The process when the survey is completed

5 Q3 1. Describe the process of developing the contract  Who & what determines the need for contracted services?  What procedures are put in place regarding bidding, if any?  Who determines the quality and expertise of contractors? 2. List all parties who must initial or sign the contract  NCLB Coordinator? Superintendent? Finance Director? 3. Identify who maintains the signed contracts  Position and name.

6 Q3 –Continued 4. Identify where the signed contracts are maintained  Location--At the School? District office? Finance Office? 5. Describe the process for payment of the contract  Who determines when the contractor is paid? What determines this? You must address all of the above to meet intent!

7 Q4 If there is a non-public school receiving Title IA, Title IIA, and/or Title III services, describe the consultation process used to determine these services.  The SAU should describe the consultation process with the non- public addressing the following: When or how did you consult? What projects were decided upon? Follow up meetings/check-ins scheduled?

8 Q5 Describe the process the SAU uses to procure and pay for services for non-public schools.  The SAU should include:  Billing procedures  Reimbursement to private schools  Contract procedures  The SAU should describe how they ensure no reimbursements are provided directly to the non-public school.

9 Q6a, Q6b, a) Describe the Title IA parent training programs or activities developed to assist parents in supporting their child’s education.  How does the SAU inform parents about the curriculum?  What programs/mechanisms are implemented to provide this information? b) Describe & include evidence of how the SAU determines the needs of Title IA parents.  How does the SAU determine parent need?  What methods are used?  How is it tracked & analyzed?  Provide evidence of how the needs are determined  Annotated notes  Surveys  Exit notes

10 Q6c c) Describe & provide evidence of how Title IA parent training programs/activities are evaluated for effectiveness.  How is the effectiveness of the program gauged?  How is programming evaluated?  How do you know parents are applying new skills and knowledge?  Ensure this is more than a programmatic survey

11 Q7 – Parent Reservation The SAU is required to have a Parent Involvement Reservation if the overall Title IA allocation is greater than $500,000. If applicable, describe how the Title IA parents at each school assist in determining how these funds are expended?  How does the SAU include parents in the discussion?  How are funds distributed across projects and schools?  Are projects based upon a parent needs assessment?

12 Q8 - Supervision If Title IA instructional services are delivered by Title IA Ed. Techs, describe how the day-to-day supervision of those Ed. Techs by a highly qualified teacher within close proximity is accomplished.  Who supervises the Ed. Tech?  How is student instruction directed?

13 Q9 – NCLB Report Cards Describe and include evidence of how the SAU and it’s schools educate parents and the public on the elements and meaning of the NCLB Report Card. Provide the SAU’s web link to the NCLB Report Card.  How does the SAU educate parents and the public?  What information/explanation does the SAU provide?  Does the SAU choose to provide a link to the website included in the notice?  How are parents/public notified about the NCLB report card?

14 Q10 – Professional Development If professional development activities are carried out under Title IIA, describe how the SAU’s teachers, paraprofessionals, principals, other relevant school personnel, and parents collaborate in the planning of PD activities.  How did school staff provide input regarding professional development activities?  Did parents have the opportunity to provide input? How?

15 Q11 – Title III If the SAU has staff paid with Title III funds, describe how the SAU ensures that Title III funds are not used for non-allowable activities such as administering the ACCESS for ELLs ©  What are the Title III paid activities?  What is their role?  Who administers ACCESS to ELLs?

16 Q12 – McKinney-Vento Has the SAU formally designated a person to oversee, coordinate and monitor the Homeless Education program?  Who is the SAU contact?  When did they attend MV training?  Does it align with the NCLB Consolidated application?

17 Q13 – McKinney-Vento How does the SAU ensure coordination among McKinney- Vento, other SAU programs and community agencies serving students experiencing homelessness including Title I part A, Title III, Special Education, Early Learning Services and at-risk youth programs?  What coordination is place?  Collaborations with community agencies?  What does the collaboration look like & for what services?

18 Q14 – McKinney-Vento How does the SAU ensure enrollment in the school of origin for McKinney-Vento eligible students, if feasible, and in the best interest of the child, and transportation, when requested?  Do you collaborate with other local districts? How?  What formal documentation is in place to consider all the facts?  Did you meet with family, child, unaccompanied youth to determine best interest?

19 Q15 – McKinney-Vento What processes does the SAU have in place to ensure homeless parents and youth are informed of their McKinney-Vento rights?  How do you inform parents?
