Teachers - academic and pedagogical staff of Higher Medical School is permanent staff of the Higher School (as per structure) with scientific psychological and pedagogical competences according to the level of preparedness for teaching and research activities

Teaching staff - Academic staff 1.Deans of Faculties 2.Heads of the Departments 3.Professors 4. Associate Professors 5.Senior Teachers 6.Teachers 7.Assistants

Who is training academic and teaching staff for the Higher School? Federal Law On Higher and Postgraduate Professional Education № 125-FL dated Organizational and legal forms for academic and teaching staff training postgraduate course doctorate course

Federal Law On Education № 3266-FL dated Article 25 stated: “each citizen with corresponding completed higher education has an opportunity to obtain additional postgraduate professional education in pedagogics”

Qualification improvement and its profile revision at each level Additional educational programs for advanced professional training (such as, MBA programs, secondary professional education, MA courses, etc.) and staff retraining in the institutions that have appropriate licenses National Qualification Framework of the Russian Federation

TRAINEES Students enrolled for MA courses Postgraduate students and postdocs mastering the general educational program for postgraduate professional education in Research Institutes and Centers Students of advanced professional training and retraining courses with master's and PhD degree Professionals having length of teaching and research experience for at least 2 years

Novel paradigm is lifelong learning in the profession “…ensuring the possibility of multiple learning paths alignment lead to obtaining of specific qualification and improvement of professional skills” National Qualification Framework of the Russian Federation

New draft of the Federal Law on Education states: “teaching staff are trained in additional professional education programs at least once every five years” “Professional development is to be carried out once in five years or gradually (discretely) within five years, including various training courses, subjects, disciplines, modules, practical trainings in compliance with the National Legislation and Resolutions in Education"

The Tuning Project represents the basic elements of educational programs models: 1.Availability of necessary resources, including sufficiency and qualification of the faculty and administrative staff … 2.Demand for educational programs from all participants of the educational process. 3. Description of the profiles of the programs (objectives and tasks). 4. Definition of learning outcomes in terms of general and specific competences. 5.Formation and description of academic content (knowledge, abilities and skills) and structure of programs (modules and credits) Determination of learning/teaching strategies and techniques, and assessment. 7.Creating a proper system of evaluation, quality assurance and improvement.

What is required to design and implement the individual learning paths? 1.Special (for medical university teaching staff) qualification framework. “Qualification requirements” In Tempus IV Project. 2.Sophisticated lifelong learning education technology. 3.Variety of modules as the basis for competencies formation and flexible educational programs designing to meet individual needs of teachers. 4.Reliable assessment tools of students’ achievements to monitor comparability and mutual recognition of learning outcomes.

What shall we do? Hope for the Government and issue one more directive or a modern curriculum of additional education. It is unlikely that this will happen soon. As per the order № 442 dated of the Ministry of Education and Science all universities including medical ones should implement new third generation educational standards at the beginning of academic year. According to the opinion of document’s authors new educational programs should be developed and approved by this time. Thus, if the implementation procedure for the third generation educational standards is absolutely clear. But the Ministry of Education and Science has left the issue regarding currently realized educational programs leading to the awarding of additional qualification nonresponse so far.

Nobody will give us miraculous deliverance…. Having and exploiting experience of the Russian and foreign colleagues we have to make proposals in draft form to the Ministry of Public Health Ministry, such as: guidelines for life long learning framework development for medical university teaching staff; a draft of the specific (for medical university teaching staff) qualification framework; a proposal concerning design procedure for module competence programs for lifelong learning education and order of their introduction; binding all above-mentioned (in draft form) to the certification system for teaching and academic staff and passing competition rounds for vacant positions This is the essence of TEMPUS - IV Project!

Availability of necessary recourses including qualification of the academic and administrative staff (TUNING Project)  The Program “Higher School Teacher” in Russian Universities is basically realized at the Departments of Pedagogics  Department of Theory and Teaching/Learning Technologies” at I.M. Sechenov MSMU

Conclusion: Currently, we are trying to deal with modernization of the educational program 2001 ‘Teacher of the Higher School’ which fortune is still unclear and incomprehensible as per recently approved National Educational Standard for Curriculum of New Generation A theme Life-Long-Learning Framework for Medical University Teaching Staff declared as a priority in the Project has not received proper development so far.
