8/29/2015National TEMPUS Office- Syria5 33 Projects 24 projects directed towards curricula development. and 9 projects towards university management and governance. For curricula development, most of these projects support the applied sciences. The general overview at the projects points out to a clear gap in the number of the projects submitted for both priorities (a project supporting curricula development and university management together).

8/29/2015National TEMPUS Office- Syria6 3 million Euros were spent to buy equipments for the HE institutions. 3 million Euros were spent on staff costs an salaries. 4 million Euros were spent for mobility from and to EU. More than 300 academics and higher education administrators from Syria went to Europe for about 900 mobility. On average 3 mobility per academic. In the opposite direction, a similar number of academics and higher education managers from EU member states came to Syria.

Syrian Students Participation in Tempus (1) Tempus Programme is not a students’ scholarship Programme. However, students are very important stakeholders for the Programme. Students should be part of any Tempus Project whether curricula development, university management and institutional building. Syrian Students Participation in Tempus (2) Of 33 projects, mainly 9 projects involved students mobility. From , there were 75 students moving from Syria to EU countries. In total there were 105 mobility. 8/29/2015National TEMPUS Office- Syria13 National Tempus Office in Syria Information and promotion Since June 2007 The participation in «Europe Days» organized by the Delegation of the European Commission to Syria in Editing and publishing a brochure about the implementation of Tempus in Syria from The organization of the local days in the Syrian Universities (Al-Furat, Al-Baath, Tishreen, and Damascus). The organization of the third «National information day» on March 27 th, 2008 at Aleppo University. Participation in the organization of events and promotion activities of the current Tempus projects. Participation in «Study in Europe Day» organized by the European Delegation on 2nd December The office produced a study of Tempus contribution to the development of Higher Education Sector in Syria. Editing and publishing the current promotional materials.

Advice to applicants Advising and informing potential applicants throughout the application process. Assisting Syrian applicants in the search of European and regional partners and in bringing together a well-balanced consortium. Assisting EU applicants in the search of local partners, and assisting Syrian universities during the implementation phase of the projects. On June 20 th 2005, the office organized a training session on «How to write a winning TEMPUS project proposal». For example, in 2007 and 2008, the office held more than forty meetings for candidates wishing to apply to Tempus Programme. 8/29/2015 National TEMPUS Office- Syria14

Selection related activities Upon the request of the European Commission, the office participates in the evaluation process of JP, SM. The latest evaluation was done in September 2008 for 5 projects, where three projects were selected. 8/29/2015National TEMPUS Office- Syria15

Feedback activities on ongoing projects Syria NTO maintains contacts with and ensures assistance to institutions involved in the implementation of projects, where needed. The office organizes monitoring field visits to the running projects in coordination with the European Commission. In 2007 / 2008, the office ran 10 monitoring visits to current projects. This was also supported by occasional visits to the ongoing projects 8/29/2015National TEMPUS Office- Syria16

Cooperation with other stakeholders Syria NTO maintains regular contacts with the European Commission in Brussels, the EC Delegation to Syria, the EC projects in Syria, the UNDP, the Ministry of Higher Education in Syria, the higher education sector, MEDA National TEMPUS Offices, and the EU National Contact Points. The office established very good relationships with other EU projects supporting the Higher Education sector in Syria as the UHES project, FP7, and EMECW. The office participated effectively in several events organized by the previous projects. One of the most important meetings organized by the office was the meeting held on 13 /01/ 2008 in the Ministry of Higher Education attended by the Minister of Higher Education in Syria and all TEMPUS Projects coordinators in Syrian Universities in order to discuss the national priorities. 8/29/2015National TEMPUS Office- Syria17.
