BACKGROUND ON THE PROCESS  Khayelitsha Commission of Inquiry into Policing  Findings  Recommendations  Programme of action

KHAYELITSHA COMMISSION OF INQUIRY The Khayelitsha Commission was asked by the Premier of the Western Cape to investigate complaints of allegations of inefficiency at the three Khayelitsha police stations (Khayelitsha,Site B, Lingelethu West and Harare) as well as an alleged breakdown in the relationship between the Khayelitsha community and members of the South African Police Service (SAPS) based in Khayelitsha. The Premier appointed the Commission in August 2012 in response to a complaint she received from a group of non-governmental organisations, the Social Justice Coalition, the Treatment Action Campaign, Equal Education, the Triangle Project and Ndifuna Ukwazi (“the complainant organisations”), who asserted that there were “widespread inefficiencies, apathy, incompetence and systemic failures of policing” in Khayelitsha.

FINDINGS AND CONCLUSIONS  The Commission has concluded that there are inefficiencies at the three Khayelitsha police stations and at the Khayelitsha FCS Unit. The Commission has identified a wide range of inefficiencies but the key findings of inefficiency include –  SAPS has no strategies in place to deal with two acute policing challenges in Khayelitsha: (a) vigilante or vengeance attacks by community members on people perceived to be criminals; and (b) youth gangs

List of arrested young suspects Get a list of arrested young suspects from the ages of (Juveniles) and recruit them to come to our information sessions.  Invite them to the soccer tournaments and to join the SJC league on Fridays, and the Amandla Edufootball Friday night tournaments.  Motivate them to join and attend the Chrysalis Academy, which is supported by DoCS.

Information Session This session will seek exchange information between the former gangs and all steakholders, to address the youth on different aspects of life and to address them on a variety of subjects/issues. Will have speakers from DoCS, SAPS, DsD, SJC, NU, DCS, CPF’s, Youth groups, Matrix, DoH, etc. The steak holders will also present the opportunities that are available for the youth. There would also be motivational speakers that will come and say motivational words to the participants to stop involving Scheduled dates : 20 May June September 2015 and 18 November 2015

Drill Squad tournaments  We want to introduce the drill squads that will participate in a tournament. We’ll take 1 High School from each Police station,  Enter the tournament that is organized by the Mitchells Plain SAPS cluster.  The main goal is to start up our own Drill Squads Tournament.  Scheduled date. (Date to be confirmed) ……August 2015.

SOCCER TOURNAMENTS THE SJC IS HOSTING SPORTS TOURNAMENT QUARTERLY. AMANDLA EDUFOOTBALL IS HOSTIING FRIDAY NIGHT TOURNAMENTS. THE YOUTH AND GANGS SUBFROUM HAS ENCOURAGED THE COMMUNITY OF SITE-B SAPS TO PARTICIPATE AND SUPPORT AMANDLA EDUFOOTBALL. WE WANT TO MOTIVATE THE YOUTH TO PARTICIPATE IN THESE SPORTS TOURNAMENTS. WE WANT TO START AN 11 ASIDE SOCCER LEAGUE TO KEEP OUR YOUTH BUSY AND DISCIPLINED, WE WILL DO THIS IN PARTNERSHIP WITH AMANDLA EDUFOOTBALL.

PROPOSED STRATEGIES The model to be proposed is to outline: Community mobilization Social interventions Opportunities for education Suppression of violence and gang activity Workshops for- defining youth and gang violence to highlight the problem Prevention Interventions should include: Personal Family Community factors that contribute to juvenile delinquency and gang activity Integration of state and non-state resources to incorporate best practices in prevention and suppression
