Regional Operating Company – SC Compania de Apa Targoviste-Dambovita SA Has been established since 31 of July 2007, through RAGC’s Targoviste transformation into a commercial company with integral public capital ; Has a number of 16 shareholders: Local Council of Targoviste (94,30546%), Local Council of Aninoasa ; Dambovita County Council (5,579776%), Local Council of Dragomiresti ; Local Council of Moreni; Local Council of Sotanga ; Local Council of Fieni; Local Council of Razvad ; Local Council of Gaesti; Local Council of Ulmi ; Local Council of Pucioasa; Local Council of Voinesti ; Local Council of Titu; Local Council of Branesti ; Local Council of Racari; Local Council of Gura Ocnitei ; By means of IDA decision nr. 1/23.01.2008, SC Compania de Apa Targoviste-Dambovita SA has been nominated as a regional operating company in Dambovita county. Since 16.06.2008, SC Compania de Apa Targoviste-Dambovita SA is operating in 2 municipalities, 5 towns and 34 communes from Dambovita County .

Existing situation in Dambovita County in terms of water supply and wastewater The situation in the water supply sector can be summarized as follows: Number of water supply systems in the urban areas – 6; The average connection rate to piped water supply in the urban area – 87%; Number of water supply systems in the rural areas – 39; The average connection rate to piped water supply in the rural area – 12%; There are only 5 Water Treatment Plants: Targoviste (not working), Pucioasa, Gaesti and 2 in rural areas. For the remaining localities the water treatment consists of chlorination only; Main deficits: Water losses caused by damages in the network; old pipes; worn-out or non-functional equipment; old or damaged structures such as reservoirs and pumping stations; chlorination facilities not in accordance with proper safety regulations

And 3 new wells) Worn out pumps, metal column corroded, valves, fittings and pipes worn and corroded, concrete wellhead in a poor state, without flow meters Trunk lines – rehabilitation Manesti - Dragomiresti Nord (L = 4,8 km, De 450mm); Dragomiresti Nord - Priseaca (L = 5,9 km, Dn 600mm) ; Priseaca – Targoviste (L = 4,08 km, Dn = 600mm) More than 30 yers old , poor condition, losses between 16% - 21% of input volume, breaks, water saved per Km between - 338 cum/day and 433 cum/day Water tanks , chlorinations plant - rehabilitation Dragomiresti North reservoir: 1 x 1200cum Priseaca reservoirs, 1 x 5000 cum and chlorination plant (Q=345 l/s) 300cum reservoir and pumping station Plastering, paints works. Inadequate chlorination plant. Priseaca reservoir presents water intrusions. Water tanks , chlorinations plant - new Priseaca rezervoir: 1 x 5000cum Existing rezervoir is broken in the middle of the building. Distribution network - rehabilitation low pressure distribution network L = 17.10 km; high pressure distribution network L = 5.40 km Old pipes, 1 - 2 breaks/month, routes trough blocks basements (High pressure net) Wastewater network – rehabilitation 8 Km rehabilitation Rehabilitation of the existing WWPS (Casa Alba) Clogged and damaged. Infiltration rate 150% In very bad conditions – frequently flooded Wastewater network – extension 5.5 Km extension 2 new WWPS Some neighborhoods or streets with WS network are not served by sewerage. Wastewater treatment Rehabilitation and extension of the existing WWTP Existing capacity is not sufficient for future requirements. No tertiary treatment. Most equipment s is worn-out and corroded

Refurbisment to prevent water intrusion. Distribution network - extension Extention in Schela quarter, L = 7,3 km Allow the access to good drinking water . Increase the connection rate. Wastewater network – rehabilitation 3.4 km of main collector 3.2 km of secondary network The existing main collector is clogged and damaged – direct discharges in the River – 160% of infiltration. The sewerage network in the block area is clogged and damaged. Wastewater network – extension 20 km of sewerage extension 5 new WWPS Increasing connection rate from 55% to 90%. Wastewater treatment Rehabilitation and extension of the existing WWTP Existing capacity is not sufficient for future requirements. No tertiary treatment. Most equipment is worn-out and corroded Gaesti Water sources Extension of the existing Parc front of wells with 5 new wells and the trunk line to the WTP, with a total length of 2500m To cover the water demand of the town. Water tanks – new New reservoirs, V = 2 x 1000 cum The old reservoirs are very damaged 5.7 Km of main collector 1.5 Km of sewerage net. rehabilitation of the existing WWPS The existing main collector is clogged and damaged. Equipment of WWPT (pumps, pipes) are worn-out. 12.8 Km extension Increasing connection rate from 60% to 90%. Existing capacity is not sufficient for future requirements. No tertiary treatment. Most equipment s is worn-out and corroded

Proposed investments for Dambovita County WSZ / WA Description of works Investments justification Pucioasa Water tanks , chlorinations plant – rehabilitation Musa reservoirs, V = 1 x 2500 + 1 x 4000 cum, and a new Cl2 chlorination plant; New reservoir in Bela quarter, V = 500 cum, and a new NaOCl chlorination plant To prevent water intrusions, rusty, unsealing. Necessary terrain consolidation works. Safety water supply. The north part of Pucioasa town will be supplied with drinking water. Assuring the water quality Water tanks , chlorinations plant - new New Cl2 chlorination plant at Branesti reservoires Assuring the water supply quality Trunk lines – rehabilitation Galma-Rateiu trunkline between Berevoiesti and Musa reservoirs, L = 4,27 km, De 280 - 315mm 40 years old pipe, hidraulic degraded pipe, water doesn't arrive to Musa reservoirs. Trunk lines – new New racord fron Galma-Rateiu trunkline to Bela reservoir, L= 0,9 km, De 125mm Extention of Galma-Rateiu raw water trunkline between Musa reservoirs and Pucioasa Sat, L = 3,83 km, De 180 - 200mm Assuring the water supply from Galma-Rateiu source To allow the acces of a part of Pucioasa to a good water quality Wastewater network – extension 26 km of sewerage extension 15 new WWPS Increasing connection rate from 26% to 93%. Wastewater treatment Rehabilitation and extension of the existing WWTP Existing capacity is not sufficient for future requirements. No tertiary treatment. Most equipment is worn-out and corroded

Pipe in a bad state, about 15 breaks / year Water tanks , chlorinations plant – rehabilitation Galma reservoirs, V = 2 x 1000 cum; Rehabilitation of Fieni reservoir, V = 2500 cum, and a new chlorination plant To prevent water intrusions, rusty, unsealing. To provide good quality of drinking water Wastewater network – rehabilitation 2 km of main collector; 1.6 km of secondary network The existing main collector is clogged and damaged – 175% of infiltration Wastewater network – extension 9.8 km of new sewerage network; 3 new WWPS Increasing connection rate from 57% to 97%. Wastewater treatment Rehabilitation and extension of the existing WWTP Existing capacity is not sufficient for future requirements. No tertiary treatment. Titu Distribution network – rehabilitation L = 1 km, De 140mm pipe 35 years old pipe, 11 breaks/ 2008 Distribution network – extension L = 23,75 km, (110mm to 250mm pipes) Allow the acces to good drinking water - increasing connection rate:37% to 95% 9.9 km of new sewerage network; 23 Km of vacuum sewer; 2 new WWPS and 2 new vacuum stations Increasing connection rate from 35% to 95%. Existing capacity is not sufficient for future requirements. No tertiary treatment.
